Chief Timekeeper

Under the general direction of the Manager of Operations, the Chief Timekeeper is responsible for the management of the Timekeeping and Dispatch Branch to ensure that Winnipeg Transit's 1200 bus operators and 645 buses are assigned to all routes, runs, and shifts to provide reliable daily service. The position is also responsible for providing accurate and timely payroll management for bus operators.
**As the Chief Timekeeper, you will**:
- Manage the work assignments of all bus operators and related functions.
- Direct Timekeeping employees in the processing of bus operator daily payroll utilizing intraOp and PeopleSoft.
- Supervise the Timekeeping, Dispatch and Supervisor-in-Training (SIT) employees.
- Manage the quarterly bus operator shift sign-up and the annual vacation sign-up.
- Forecast long-term bus operator resource availability and requirements to predict future hiring needs. Work with Information Systems and other City Departments on developing new time reports due to changes to employment legislation and/or the ATU Collective Agreement.
**Your education and qualifications include**:
- Certificate in accounting, human resource management, business administration or public sector management. An equivalent combination of education and experience may be considered.
- Seven (7) years of experience in Transit operations and Payroll/Dispatch functions.
- Five (5) years of supervisory experience including staffing, performance management, investigations, training and development.
- Five (5) years of experience interpreting and administering complex collective agreements and employment legislation
- Knowledge of ATU wages, benefits, and working conditions.
- Knowledge of intraOp and Corporate PeopleSoft Payroll would be considered an asset.
- Ability to communicate effectively verbally and in writing with internal and external stakeholders.
- Ability to use sound judgement and make quick decisions sometimes in difficult circumstances.
- Organizational and time management skills including the ability to multi-task and meet tight deadlines.
- Strong interpersonal skills with the ability to build and maintain relationships with all levels of staff, including internal and external stakeholders**Conditions of employment**:
- The successful applicant must maintain legal eligibility to work in Canada. If the successful applicant possesses a work permit, it is their responsibility to ensure the permit remains valid.
- Must hold and maintain a Class 2 license with air brake endorsement.
- Must have a valid and current Adult and Child CPR & AED, Standard First Aid Certificate.
- Must be able to work evenings and weekends as required.
