**Job Description**:
**POSITION PURPOSE**
**MAJOR RESPONSIBILITIES**
- Supports the Corporate vision and strategy related to this function and follows the Corporate strategic leadership, planning and direction including following the Corporation’s policies, programs, processes, protocols and initiatives and work in partnership at the Corporate level.
- Designs, tests and implements new data models and relational database systems and creates linkages between spatial and non-spatial data to meet customer operational and growth management needs.
- Analyses spatial and non-spatial data relationships and process models to determine site selection, current and future patterns, evaluation or prediction of trends and scenarios, and monitors change and documents results.
- Ensures quality control within GIS through implementation of QA/QC procedures, the development of new standards and procedures, and performance monitoring.
- Coordinates project teams and cross-functional groups to deliver new and ongoing initiatives.
- Contributes to project planning and control including estimating and planning specific tasks; provides guidance and technical support to staff; ensures that all project and task timetables are kept up-to-date and provides status reports.
- Assists in the preparation of reports to committees, general correspondence and notices, including circulation; reviews and coordinates comments from departments/branches on plans.
- Responds to routine and non-routine inquiries or requests for information from outside agencies, municipalities, vendors and/or members of the public, escalating issues where appropriate. Performs other duties as assigned, in accordance with Branch and Department objectives
**QUALIFICATIONS**
- Successful completion of a University Degree in Geographic Information Systems (GIS), Computer Science, Environmental Science, or related discipline with an emphasis/major on GIS,or approved equivalent combination of education and experience.
- Experience working with relational database systems, spatial databases (e.g. ArcSDE, Oracle) including database standards, design and data models.
- Demonstrated knowledge of GIS principles and use of ESRI’s Enterprise ArcGIS software for developing databases, performing analysis and deploying web solutions.
- Knowledge of spatial data creation methods and techniques and spatial product delivery design and production.
- Abilities with spatial data management technologies including ArcSDE, Oracle Spatial or SQL Server Spatial Extension.
- Knowledge of project management principles, tools and techniques to lead projects and teams.
- Working understanding of programming languages e.g. python, java script,.NET.
- Good written and verbal communication skills to communicate effectively with Regional staff.
- Demonstrated ability in the Region’s corporate core competencies.
- Ability to travel to offsite locations, as required.
- Ability to work outside regular business hours.
