**Overview**

Manitoba School Boards Association (MSBA) is hiring a Director, Operational Health, Safety, Risk and Liability Management. This role will report to the Executive Director and is responsible for administration and oversight of significant operational, occupational and workplace health and safety promotion and awareness services and programming. The position serves as lead liability officer relating to insurance and inspection operations in support of the delivery of public education by all 38 public school divisions in Manitoba.

**Specific Duties and Responsibilities**

In this role, the Director:

- Supports the Executive Director in developing recommendations, decision-making documents and options papers (including data presentations, policy and trend analyses, and studies/reports) for review and consideration of the Association’s board of directors, its subcommittees and trust committees, and third party service providers.
- Supports operationalization of organizational priorities and objectives, under supervision of the Executive Director, by leading the implementation of recommendations presented to and approved by the board of directors, its subcommittees and trust committees, and third party service providers relating to operational health, safety and liability management.
- Develops and implements required operational and occupational health, safety, security, loss prevention and risk management protocols/policies/documentation/reports to guide safe, risk-conscious, and legally sound operations, for the benefit of the employing organization’s diverse member clientele.
- Oversees and develops the delivery of programming that remains responsive to client/member needs and requirements related to the promotion of both general and targeted health and safety, while working collaboratively and professionally with external agencies to design and deliver such programming. This includes, as examples, the Teens Against Destructive Driving and Safe Grad programs.
- On an occasional basis, consults with external experts, including legal advisors, medical, technical and occupational professionals, and specialized risk and liability managers, to identify tailored and customized responses and solutions to emerging issues.
- On a regular basis, works in cooperation with multiple partners and external agents (including external insurance and underwriting firms, adjustors, building inspectors and maintenance personnel, remediation services, workplace health and safety officers, public safety officers and public/government officials) to promote liability and risk minimization, as well as to operationalize anticipatory and responsive strategies in view of the general environment and issues arising within our sphere of operations.
- Is responsible for identifying and procuring comprehensive coverage across all categories of insurability, as well as required service providers related to liability management, on behalf of the Association’s members.
- Partners and cooperates with external insurance providers in matters relating to claims processing and disbursements to serve the Association’s members.
- Leads the annual operationalization of health and safety related site inspections in fulfilment of client liability management requirements.
- Through a strong and continuously demonstrated ethic of accountability, responsibility and financial acumen, administers significant budgetary and financial resources as invested annually towards fulfilment of each of the above duties and responsibilities, including adherence and coherence with organizational financial administration and management of policies and protocols, provision of support towards the preparation of the Association’s annual budget, monthly financial statements and reports, and fulfilment of the Association’s annual audit requirements.
- Performs daily supervisory responsibilities related to one full time direct report (to be determined), as well as one shared report, including coaching, mentoring, task assignments and human resource management.
- According to available budget resources, makes recommendations and coordinates building maintenance for the Association offices, including minor and major renovations and critical asset replacements; identifying external building maintenance service providers and other independent contractors to provide capital and maintenance services in support of the physical assets of the Association (tendering, negotiating fees/contracts, and final selection of most qualified and affordable providers to meet needs); performing cost/benefit analysis and developing recommendations for the procurement of new furnishings and other fixed capital assets, and serving as main contact regarding building maintenance and cleaning personnel.
