**General Accountability**:
- Responsible for planning, directing and coordinating the daily maintenance activities and administration for vehicles, equipment and staff (union and non-union) at the assigned facility on a 24-hours/day and 7 days/week basis. Maximizes operational efficiency, budgetary/financial effectiveness, employee training, effective labour relations, regulatory and legislative, workplace safety and equipment and vehicle safety and reliability in the provision of sufficient service vehicles to the appropriate departments in order to meet daily revenue service and, related transit revenue operation.- Provides support and guidance on a 24-hour/day, 7 day/week basis and may be required to substitute for the Head or Senior Manager.**Key Job Functions**:
- Leads the coordination and implementation of best practices and risk management initiatives for all maintenance facilities.
- Plans and coordinates all phases of project activities related to Safety, Reliability, Warranty, Quality Control, Inspection and Certification
- Ensures vehicles are available for daily scheduled service.
- Manages the evaluation and approval process for Supplier non-conformances, and the readiness and capability reviews and assessments for Supplier production.
- Schedules and conducts relevant inspections, certifications and repairs for assigned vehicles/fleet, as well as dispatching, servicing and fuelling as required.
- Responsible for the development of cost effective maintenance policies and practices as well as the reliability and quality control of the fleet at carhouses and shops
- Develops short/long term plans for vehicle maintenance, repair and servicing; provides user level vehicle maintenance system support. Develops comprehensive test programs to provide data for important equipment selection and decisions; coordinates the development of procedures for routine tests and acceptance testing.
- Participates on the specification, procurement and commissioning of equipment and facilities.
- Monitors and manages vehicle and/or component reliability including the development of programs.
- Works with Vehicle Projects teams and/or Maintenance Engineering sections regarding; the evaluation, development of specifications and acceptance of new vehicles; fleet configurations; vehicle rebuilds; retrofit scope of work, etc.
- Oversees the assigned facility’s administration by budgeting for workforce and material requirements, monitoring work methods and procedures and preparing written reports and correspondences concerning facility operation and personnel.
- Directs and coordinates supervisory staff in the performance and execution of approved plans and programs including major vehicle overhaul programs.
- Ensures effective communication and negotiation of all matters between staff, management and unionized workforce, as well as promoting and maintaining harmonious working relationships.
- Prepares and administers the facility business plan and operating/capital budgets.
- Maintains good labour relations with all Union representatives (i.e., ATU-Local 113, IAMAW-Lodge 235, CUPE-Local 2 etc.) in the resolution of labour concerns and ensuring effective communication between management and the Union.
- Develops an understanding of the performance characteristics of assigned fleets; striving to maintain/enhance vehicle reliability through liaison with maintenance/vehicle engineering and technical services Sections and vehicle reliability and Shop capital and operating programs.
- Fosters and promotes a safe working environment through effective training and leadership practices.
- Responsible for treating passengers and/or employees with respect and dignity and ensuring the needs of passengers or employees with disabilities are accommodated and/or addressed (if applicable and within their area of responsibility) in accordance with the Ontario Human Rights Code and Related Orders so that they can fully benefit from the TTC as a service-provider
