Junior Purchasing Analyst

Exempt Level 5 ($62,088 to $79,812 per annum)

**Position Summary**:
Under the direction of the Purchasing Services Manager, the Junior Purchasing Analyst will assist the Senior Purchasing Analyst to prepare, coordinate, and execute procurement activities for the Board in accordance with the Board’s purchasing policies, guidelines and procedures.

In addition, the Junior Purchasing Analyst will be responsible for contract management and supporting schools with their daily purchasing needs to improve efficiencies and identify cost saving opportunities.

**Major Responsibilities**:
**Conducting competitive bid processes involving**: creating, preparing and releasing competitive bid documents; evaluating bids; awarding contracts based on evaluation criteria and negotiating low-risk/low-value contracts;
Acting as the designated customer service resource within the department to help schools with their procurement needs and questions;
Processing School Enhancement Requests and achieving cost savings by helping schools source best value products/services;
Tracking bids and contracts in the Board’s electronic tendering system and proactively engaging Business Department functional leads in advance of contract expiry;
Maintaining current vendor insurance certificates;
Analyze and interpret data from various sources and produce detailed reports as well as identify opportunities to improve efficiency related to purchasing activities;
Supporting Senior Purchasing Analysts in preparation of high profile procurement projects with primary focus on school renewal projects; and

Coordinating vendor performance management activities in accordance with the Board’s vendor performance management program and supporting business clients with vendor issues.

**Qualifications and Experience**:
College diploma in a related field (e.g. Business Administration, Accounting, Supply Chain or equivalent)

Minimum 2 years related work experience which would include sourcing and contracting in School Board or Broader Public Sector

Attainment of or working towards the completion of the Ontario Public Buyers Association (OPBA) Public Purchasing Certificate Program or provincial procurement certificate program or supply chain management program.
