Job Description Summary
The Chief Building Official is responsible for developing and maintaining building code procedures and standards, planning, directing and managing the process of building inspections, review of documents for code compliance, issuance of building permits and business licenses and site inspection for code compliance. This position provides highly responsible and complex administrative support to the Director of Planning’s Office and exercises direct supervision over technical and clerical staff.
Organizational Status
The Chief Building Official reports to the Director, Development Services, Campus and Community Planning, and is reported to by other building officials as may be required to satisfactorily maintain inspection control over Campus construction activities. The incumbent relates to the other service units within the department, with other regulatory departments of the University and with the Building Operations Department.
Work Performed
The incumbent is responsible for:
- Providing regulatory control with respect to codes and standards as applicable to all buildings and infrastructure on the UBC Vancouver campus for the purpose of ensuring compliance with life safety standards. This is accomplished by document review and by building inspection.- Managing personnel within the unit in order to provide consistent direction with respect to standards and procedures of operating by conducting meetings, giving written directives, and conducting staff coordination.- Providing consultation to consultants, and units of UBC Facilities in order to provide interpretation pursuant to regulations and standards.- Conducting document review and issuing regulatory checks for all construction works on Campus, except major projects identified by the Vice President of Finance and Operations as major projects, in order to ensure compliance. This is accomplished by checking contract documents at completion stage, preparing a list of non-complying items, and issuing the list to those responsible for preparing and correcting the contract documents.- Advising the Director of Planning on regulatory procedures and assisting the Director of Planning on Building Code compliance procedures for major capital projects.-
- Conducting site inspections of construction in progress to ensure that the work is in compliance with applicable building regulations; issuing inspection orders to the contractor or subcontractor as required. Conducting final inspection of the work and issuing final inspection reports.- Developing and maintaining operational practices and procedures with the Building Inspection Unit to ensure orderly and systematic processing of documents by means of meetings, investigation of standard processes development systems, and giving written instructions.- Monitors current regulatory requirements and changes in order to maintain a high standard of public safety in buildings on campus. This is accomplished by attending seminars, communication with similar authorities off Campus, exchange of information with the design community, and individual investigation of current information pertaining to buildings.
