Position Summary
In an environment that supports continuous improvement and under the general administrative direction of the Coordinator, Infrastructure Services, the employee in this position will be required to direct and coordinate the activities of the Infrastructure Services Section. General responsibility is for the coordination and inspection of the installation of sewer, water services, and surface works by City forces and private contractors, the review of utility company projects, the regulation of contractors working within City right of way the administration of various agreements and the handling of miscellaneous complaints and inquiries relating to this section. Duties & Responsibilities Supervises and coordinates the activities of staff in the infrastructure services section. Coordinates, supervises and inspects installation of sewer and water projects within street rights of way, Municipal Access Agreements, and the lead pipe replacement program, and the installation of concrete and asphalt projects on street rights of way; providing in sight when required. Supervises and inspects installation of sewer and water and surface works projects within street rights of way, Municipal Access Agreements, and the lead pipe replacement program. Supervises and comments on utility company circulations, providing insight on project routing. Coordinates locates of City infrastructure when requested by outside agencies and contacts other City Departments to locate their services when necessary.Ensures that construction work carried out by contractors is in accordance with design plans and specifications. Assists in the preparation of the annual budget for the section and monitors expenditures. Arranges for City vehicles or car allowances for staff as required. Participates in interviews and selection of permanent and casual staff. Trains new employees and maintains training and development programs for existing staff. Conducts annual employee performance appraisals. Initiates and exercises disciplinary control of staff as required. Acts for the City in submitting confidential reports concerning employee problems and grievances, deals with employee complaints and grievances and gives evidence, when required, on behalf of the City at formal hearings or boards. Purchases and maintains all equipment and supplies required for the section. Ensures that staff prepare clear, concise, and accurate daily project reports and files reports in an orderly manner for future reference. Duties & Responsibilities Continued
Develop computer databases for the storage and retrieval of information relevant to the section.
Maintains regular communication with the Utility Agencies, Contractors, and the public to ensure effective coordination of construction projects.
Coordinates locates of City infrastructure when requested by outside agencies and contacts other City Departments to locate their services when necessary.
Ensures that subordinates and contractors follow proper safety procedures, including traffic control facilities.
Arranges for completion of inspections of contracts to ensure that all deficiencies are repaired before final payments are authorized.
Provides liaison between construction crews and design staff.
Arranges for final inspection of contracts prior to expiration of performance bonds.
Initiates letters and/or reports relating to projects or complaints, as required.
Prepares performance appraisals of contractors for future reference.
Assumes the role of Project Inspector on various construction projects, as required.
Investigates and responds to numerous miscellaneous complaints; carries out effective Public Relations in handling inquiries and complaints.
Responds to calls to deal with emergency situations and/or to direct information with respect to required action.
Participates in project meetings to discuss construction problems, project coordination, et cetera.
Follows all rules and regulations as set out in the Provincial Occupational Health and Safety Act and the City of Regina Occupational Health and Safety Manual.
Typically the knowledge, skills and abilities required for this position are obtained through completion of a diploma in Civil Engineering Technology and a minimum of five (5) years related experience in facilitating sewer and water connections, concrete and asphalt projects, the lead pipe replacement program, and the review of Utility Company proposals, and inspection of municipal surface and underground construction, including some experience in a supervisory capacity.
