Reporting dually to the Director of Corporate and Strategic Services/Treasurer and the Director of Public Works, the following outlines the duties and responsibilities of the position:

- Develop and maintain an asset management framework, including coordination of decision-making, business processes, and tools for decision making, prioritization, risk analysis and management, lifecycle costing, and budgeting.
- Develop and maintain asset inventories and databases supporting planning, reporting on infrastructure status, service levels, and life cycle planning.
- Develop and maintain service-specific asset management plans.
- Provide leadership to teams to develop and maintain condition assessment programs and asset inspections, ensuring continuous data flow to support asset management programs, and prepare analysis of asset management planning and capital needs to internal stakeholders for budget development.
- Lead departments to operationalize, establish and maintain Levels of Service (LOS) and Key Performance Indicators (KPI) for various asset classes; determine baseline data requirements, undertake gap analysis and design processes to collect required data.
- Review infrastructure data and corporate plans, aligning asset management frameworks with strategic planning.
- Develop and maintain one, five, and ten-year plans and budget forecasts for the improvement and growth, preservation, rehabilitation and in some cases decommissioning of assets, as needed.
- In and through all asset management initiatives ensure the City’s compliance with O. Reg 588-17 and any other applicable asset management legislation.
- Coordinate and maintain property lease arrangements.
- With guidance from Manager, Financial Services/Deputy Treasurer:

- Leads and/or supports the accounting of tangible capital assets.
- Establishes, implements and evaluates process and administrative policies and practices for asset accounting, ensuring alignment with the policies established by Council and with the administrative directions set by the Director.
- Monitors compliance of the organization to asset accounting policies and processes and legislative compliance.
- Supports the Financial Services Team with reporting.
- Tracks the progress of project spending as well as related external funding.
- Prepares reports, reconciliations and continuity schedules as required.
- Assists in developing the annual capital and related projects budget.
- Lead and/or support projects to develop and enhance asset management systems/processes, including capital planning, benchmarking, inventory management, and asset inspections.
- Identify and lead process improvements to advance asset management policies, strategies, and decision frameworks in line with long-term goals.
- Coordinate consolidation of assessments.
- Conduct maturity assessment and recommend improvement strategies and assist in long-term continuous improvement activities, including monitoring and progress reporting.
- Assist in the continuous improvement of corporate asset management.
- Develop and maintain computer modeling to predict asset condition, remaining serviceable life, and optimal rehabilitation strategies.
- Gather lifecycle cost information, model scenarios, and identify infrastructure gaps for decision-making.
- Coordinate enhancements to risk frameworks and provide data for risk assessments, budgeting, and capital plans.
- Review data requirements for various reports, corporate dashboards, and renewal programs.
- Communicate data insights through visual depictions such as maps, charts, and dashboards for stakeholders.
- Provide data to support the annual budgeting, capital plans and master servicing studies across service area assets and assist departments in the preparation of rolling 10-year infrastructure renewal programs, based on state of infrastructure, life-cycle analysis, risk analysis, conformance to current standards, repairs and maintenance records.
- Coordinate the City’s GIS requirements between departments and ensure policies, practices and procedures support the GIS function to achieve the data analysis and modeling requirements of the City and its constituents.
