**HOURS OF WORKS**: 35 hours per week, as assigned.

Under the guidance and mentorship of the Information Technology (IT) Manager, the Systems Analyst contributes to IT-related operations, procurement, strategic planning, and service delivery across the organization. The position is internal and non-public facing. The Systems Analyst is responsible for monitoring IT network infrastructure health using various industry standard techniques and tools, and for the maintenance and regular testing of backup and disaster recovery plans. The person in this role serves as first tier helpdesk and troubleshooting contact, working in collaboration with a part time engineering technician, IT Manager and external IT consultants. The Systems Analyst will also work on building and maintaining a testing/development network - closely resembling and running in parallel with production systems - for research and testing of software upgrades, infrastructure upgrades and new emergent IT technologies. The municipal IT department aims to continuously improve business process efficiency, enabling all municipal departments to excel at providing service to the public.

**ROLES AND RESPONSIBILITIES**:

- Performing production tasks according to a documented schedule that meets or exceeds client expectations.
- Document all business requirements prior to the technical solution.
- Participate to hardware and software evaluations.
- Represent the IT function at client review meeting when appropriate or in place of the IT Manager.
- Monitor and maintain the organization’s helpdesk system.
- Analyze complex business needs presented by the user community and/or clients and recommends technical solutions to the IT Manager.
- Document new and existing systems with applicable tools to ensure expedient future troubleshooting, upgrade or replacement.
- Complete required skill improvement and education programs assigned by management and external regulatory bodies.
- Act as a liaison between users and the IT department.
- Provide support for reported hardware and software problems, documenting problems and solutions as required within established IT service management systems.
- Perform new installations and updates for IT equipment, including network, servers, desktops, laptops, printers, desk phones, cellphones.
- Provide training to end users on both hardware and applicable software.
- Identify opportunities and recommend solutions that enhance or improve current business processes to the IT department.
- Support and ensure operating viability of LAN (Local Area Network) and WAN (Wide Area Network) for all hours of operation via routine monitoring of network health.
- Follow up on faulty hardware and software purchases by pursuing warranty advantage through distributors and manufacturers.
- Procurement of IT hardware, software, accessories, and service contracts, with the IT Manager as signing authority.
- Ensure software, hardware and network installs, re-installs, upgrades, moves, changes and relocations are made as assigned.
- Assist on projects or special initiatives as assigned.
- Research, design, and implement the appropriate technologies to support and improve corporate communications, access to information, and end-user productivity.
- Assist in developing budgets for technology and IT services.
- Liaise with vendors and service provider representatives for product procurement, warranty service and service troubleshooting.
- Assist with capacity and capital planning for network communication, storage requirements, end user computing requirements and individual departmental requests.
- Stay informed on new or emerging trends and technologies that provide clear benefits to the organization, business partners, and/or customers.
- Create status reports as required and present findings to the IT Manager.
- Assist in the writing of RFPs, RFIs, and RFQs.
- Perform other related duties as assigned.

**REQUIREMENTS**
- College Diploma in Computer Networking.
- 1-2 years work experience in an IT capacity.
- Valid Class G Driver’s License and access to a personal vehicle.
- Must have and maintain a clean criminal record and/or must be able to obtain and maintain required security clearances to work in all municipal facilities.
- Advanced knowledge of Microsoft Office products - Outlook, Word, Excel, PowerPoint.
- Advanced knowledge of drawing, diagramming, drafting and charting tools - Microsoft Visio, Lucidchart, AutoCAD, Librecad.
- Working knowledge of computer networks, operating systems, and server/workstation architectures, including switched and routed TCP/IP computer networks, Microsoft Windows Active Directory, 2.4 and 5G wireless networks, cellular communications, Apple iPhone and iPad mobile platforms, Voice over IP Telephony, Linux.
