The Early Years Program Specialist Team collaborates closely with community and contracted agencies, Indigenous communities and organizations and other government partners (i.e. health authorities, school district, First Nations Health Authority, Metis Services).The Specialists ensure Ministry of Children and Family Development services are complementary to other supports and services provided and that local needs and priorities are considered in early years and foundational service planning. This position primarily serves the South Fraser region and travel is required throughout the communities. The team fosters a supportive and inclusive work culture.
**The Role**
As an Early Years Program Specialist you will provide support for continuous quality improvement, community engagement and development, and collaborative planning in the area of CYSN early years and foundational services. You will develop, implement, review and evaluates program development projects that leads to change or significantly refines, enhances or improves upon the strategic direction outlined by the Provincial Early Years Services Framework and Foundational Program Policies. The Early Years Program Specialist helps focus planning on the needs and priorities of families experiencing acute and chronic vulnerabilities and strategies to improve equity. This position will also act as the primary point of contact between the Ministry and the contracted agencies, and facilitate liaison meetings.
**Job Requirements**:

**1. Preferred Credentials**:
- Bachelor’s Degree or higher in Social Work or in Child & Youth Care **OR** Master's Degree in Educational Counselling Psychology/Master of Arts in Counselling Psychology with completion of a practicum in family and child welfare **OR**:
- In-service Ministry of Children and Family Development employees who have a regular SPO 24-30 base position that requires delegation under the Child, Family and Community Services Act (CFCSA) **OR**:
- **NOTE**: If this education was obtained outside of Canada, you need to confirm it has been assessed for equivalency through the International Credential Evaluation Services (ICES). You must provide a comprehensive report and the MCFD supplemental report by the closing date of this posting to be considered.
**2. Expanded Credentials**:
- Bachelor’s Degree in a Human Services field **OR** Bachelor’s Degree with a Major/Honors in a Human Services field **OR** Master’s level graduate Certificate/Diploma in a Human Services field **AFTER** the completion of an unrelated Bachelor’s Degree.
- **PLUS**, a minimum of one year of related **OR** job-specific work experience..
- Other combinations of education and experience may be considered.
- **NOTE**: If this education was obtained outside of Canada, you need to confirm it has been assessed for equivalency through the International Credential Evaluation Services (ICES). You must provide a basic report by the closing date of this posting to be considered.
**Human Services fields include**: Psychology, Sociology, Criminology, Anthropology, Early Childhood Education, Indigenous Studies, Education, Theology or Nursing.
**Preference may be given to applicants with the following**:
- Preferred education credentials AND/OR in-service Ministry of Children and Family Development employees who hold a regular full working level SPO 24-30 base position that requires delegation under the Child, Family and Community Services Act (CFCSA)
- One (1) or more years of experience in program and service delivery development, planning and evaluation within last 3 years.
- One (1) or more years of experience in working and managing the Early Childhood Development programs and services within last 3 years.
- One (1) or more years of experience working with health and other non-profit service providers, and communities within last 3 years.
- One (1) or more years of experience in monitoring and managing contracts within last 3 years.
- Experience in cross-sectoral work with key community partners.
- Applicants who self-identify as Indigenous (First Nations, Metis or Inuit) with the required combination of education and experience.
