The Alcohol and Gaming Commission of Ontario (AGCO) is a regulatory agency charged with regulating the province’s dynamic alcohol, cannabis, gaming, and horse racing industries. All four industries are evolving at a rapid pace due to significant expansion, digitization, and regulatory modernization over the last decade.
The AGCO is seeking a highly motivated Deputy Chief Operating Officer, Compliance who will provide strategic operational leadership to guide and manage the agency’s compliance teams and programs across all lines of business.
The degree and pace of change within the AGCO’s regulatory operations is significant and the agency’s compliance programs and activities in each of the AGCO’s lines of business are increasingly complex. The Deputy Chief Operating Officer will be required to develop and deliver agile change and recurring transformation to ensure the AGCO’s regulatory operations are focused and effectively responding to shifts in the regulatory environment.
- Oversee the AGCO’s compliance programs and provincewide frontline operations across each of the alcohol, cannabis, gaming (including land-based casino, iGaming, charitable gaming, and lottery) and horse racing industries.
- Build and sustain high-performing operational teams and nurturing a performance culture by providing leadership and coaching to develop, build and retain a team that can meet expectations and delivering AGCO’s operational strategy.
- Recommend and/or make regulatory decisions on compliance matters spanning all lines of business to foster the achievement of broad sectoral and specific compliance objectives.
- Oversee the development and implementation of operational systems, policies and procedures related to compliance activities to ensure efficient and effective service delivery.
- Anticipate and identify long term issues and stakeholder needs, while developing strategies to address stakeholder concerns and opportunities.
- Support the COO in long term and organization wide changes in response to anticipated future requirements, government policy changes, or change in legislation and regulations.
- Foster a culture of innovation and creativity by encouraging and promoting diverse ideas, and implementing strategies that are leading in the regulatory sector.
- Excellent knowledge of regulated industries and the legal/regulatory frameworks under which the AGCO functions.
- Experience and knowledge of the machinery of government and core decision-making processes.
- Extensive experience in the management of professional operations staff in a high volume, diverse, geographically dispersed, and fast paced environment.
- Overall knowledge of operating models and program design in a regulatory context.
- Experience working with various of government.
- Proven ability to develop and clearly communicate vision, strategy and strategic intent, garner support, generate enthusiasm and buy-in.
- Proven leadership/senior management experience preferably in Public Sector.
