**_Manager, Planning Services_**:
**_ Overview_**:

- The Planning Division ensures the orderly development of the municipality by authorizing the efficient use of existing infrastructure while promoting sensible land use patterns for new and sustained growth._
- The Planning Division maintains the quality of neighborhoods, environmental protection, the waterfront, and land use changes that promote community improvement and revitalization._
- The Planning Division is specifically responsible for all aspects of Land Use Planning under the Planning Act, which includes Official Plan and Zoning Bylaw Amendments, Subdivision and Condominium Approvals, Consents and Minor Variances under the Committee of Adjustment and Zoning and Site Plan Control Administration. Another key role is the function of a Planning Advisory and Hearing Committee (PAC) within which all Planning Act Public Meetings and Recommendations to Council take place._
- Reporting to the General Manager of Planning, Development and Recreation, the Manager, Planning Services is a spokesperson for the planning division, interacting with citizens and Councilors. The Manager, Planning Services is responsible in ensuring the proper delivery of the following:_
- _ Evaluation, development and implementation of planning policy,_
- _ Oversight and development of department budget, department and corporate priorities and staff resources,_
- _ Support, train, coach and professionally develop a team of dedicated Planners and planning technicians,_
- _ Waterfront Planning,_
- _ Staff Resource on various Committees (Planning Advisory and Hearing Committee, Committee of Adjustment, Cornwall Planning Programs Evaluation Committee, the Heritage-Patrimoine Cornwall and SD&G Historical Society),_
- _ Working collaboratively with other City Departments, community public agencies, general public and developers._

**_ Required Qualifications & Experience_**:

- _ Registered Professional Planner (RPP) designation along with full membership in the Ontario Professional Planners Institute (OPPI)_
- _ Degree in Urban Planning, Environmental Studies or a closely related discipline_
- _ Progressive administrative and supervisory knowledge in Planning with a minimum of fifteen (15) years of experience_
- _ Comprehensive understanding of the Planning Act and other Planning related legislations_
- _ Excellent working knowledge of the Planning Act, Provincial Policy/Plans and municipal development processes_
- _ Excellent understanding of good urban design principles_
- _ Demonstrated excellent written and verbal communication skills with the ability to convey complex or detailed information in a manner that is understandable to a variety of audiences_
- _ Excellent research, analytical, problem solving and project management skills including timely delivery of results_
- _ Excellent interpersonal, organizational, leadership and negotiation skills_
- _ Ability to work independently and as a member of a team_
- _ Full membership in the Ontario Professional Planners Institute (OPPI) and the Registered Professional Planner (RPP) designation_
- _ Proven analytical skills, organizational skills, coupled with a strong customer focus, the inclination to be action oriented, focused on continuous improvement, and demonstrate perseverance when the situation demands it_
- _ Proficiency in Microsoft Office, including Excel and PowerPoint and various types of software used in Planning including GIS, 3D modeling, Adobe Acrobat/Indesign, and database experience._
- _ Bilingualism in both French and English will be considered an asset_
