Manager of Finance

Reporting to the Director of Corporate Services, the Manager of Finance provides leadership and direction in accounting, financial and statutory reporting, payroll, financial systems support, financial planning, and the collection of the County’s major revenue sources (taxes and utilities).

This position requires considerable independent judgement in planning and performing work, the ability to set priorities and meet tight deadlines, conduct complex financial analysis, and provide professional advice and guidance to staff, management, and Council.

**RESPONSIBILITIES**
- Direct the control of financial processes for the municipality, including all accounting functions (Accounts Payable, Accounts Receivable, Payroll, etc.)
- Establish, implement, and maintain robust internal control procedures to safeguard County assets and ensure compliance with applicable laws and regulations.
- Plan, coordinate, and maintain the development of departmental policies, procedures and instruction manuals to maximize efficiency while accommodating changes in legislation, technological advancement, and changes to the organization.
- Conduct financial analysis, identify trends, and provide strategic recommendations to support decision making processes, resource allocation, and business growth and ensure compliance with relevant accounting standards and regulations.
- Working in conjunction with the Department of Infrastructure, responsible for all financial management and reporting of capital assets as part of the County’s Asset Management Program.
- Prepare accurate and timely financial statements including balance sheets, income statements, cash flow statements, and variance analysis.
- Assist with the preparation and administration of the municipal budget and preparation of budget versus actual reporting.
- Prepare annual year end working papers for auditor review, and coordinate year end audit with external auditor.
- Lead and mentor a team, providing guidance, support, and fostering a culture of excellence and continuous improvement.

**QUALIFICATIONS & SKILLS**
- Post-Secondary degree in Finance, Accounting, or related field of study
- Minimum five (5) years of directly related experience, including at least two (2) years in a supervisory role, preferably in a municipal setting
- Professional designation (or working towards) would be considered an asset
- Thorough knowledge of professional accounting, budgeting, financial reporting, payroll and auditing practices, processes, and procedures
- Familiarity with Public Sector accounting requirements and practices; MGA and PSAS (Canadian Public Sector Accounting Standard)
- Skilled in accounting software programs; experience with municipal finance and budgeting software an asset (Great Plains, Pearl, Questica)
- Demonstrated experience in financial planning, managing priorities, and delivering financial services in a responsible and effective manner
- Advanced proficiency with Microsoft Office Suite (Excel, Word, Outlook)
- High attention to accuracy and detail
- Knowledge of records management principles and FOIP Legislation
- Excellent communication, interpersonal, organizational and time management skills, including the ability to meet deadlines, to function well under pressure, and to lead effectively as a member of a team.
- An equivalent combination of education and experience may be considered
- Ability to obtain a clear criminal background check.

**Salary**: $90,898.00-$107,020.00 per year
