**Duties**:
The incumbent works as a member of the accounting section and also participates in budget preparation, budget execution, financial planning, analysis and accounting control. Is the lead financial management analyst responsible for managing ICASS workload counts, partial year invoices, what-if scenarios, subscription of ICASS services, status of funds for ICASS locations and overtime tracking. The incumbent also reviews and processes ILMS/ARIBA and E2 transactions for the ICASS allotment. The incumbent prepares reports which are presented to the FMO and to Management to support the decision-making process. Also prepares status of funds reports for the Embassy and seven constituent posts which are used by managers and sub-section supervisors for decision making. The quality of the incumbent’s work must comfort to accept professional accounting standards and its timeliness must meet the established ICASS standards. The incumbent ensures that the data for his/her accounting portfolio is accurate and meets integrity standards of the Department of State and the ICASS Service Center.

**Qualifications and Evaluations**:

- Requirements:
EXPERIENCE: Five years of progressively responsible experience in public or private sector accounting/budgeting and financial systems is required.

JOB KNOWLEDGE: Knowledge of financial management principles, concepts, practices and current issues. Knowledge of supervisory and management principles. Must possess extensive knowledge of Foreign Affairs manuals
- 3, 4 and 6 FAMs J.T.R., Standardized Regulations, General Accounting Office (GAO) decisions and other pertinent regulations and procedures that applies to Agencies serviced by the FMC in Mission Canada. Extensive knowledge of financial management including expertise with difficult ICASS policy and software issues is required. Must be familiar with and have in-depth instructional background in US Government budget and accounting procedures, allowances, voucher auditing, payrolling, and Department of State/ USG regulations.
- Education Requirements:
University degree in Business Administration, Accounting, Finance, or Economics is required.
- Evaluations:
LANGUAGE: Fluent speaking/reading/writing English is required. This may be tested.
