The Manitoba Métis Federation (MMF) is the democratic Government of the Red River Métis, also known as the Manitoba Métis, and represents the claims, rights, and interests of their people. The Red River Métis are Canada's Negotiating Partners in Confederation and the Founders of the Province of Manitoba.

The Manitoba Métis Federation was established in 1967 and continues the legacy of their ancestors as the national Government of the Red River. The MMF delivers programs and services in the sectors of child and family services; justice; housing; youth; education; human resources; economic development and natural resources. The MMF along with its affiliated corporations, authorities, and agencies has just under one thousand employees to develop and administer programs and services.

**About the Financial Controller**

Reporting to the Chief Financial Officer, the Financial Controller will be responsible for assisting with and performing various full-cycle accounting functions, financial reporting, and analysis. The Financial Controller is responsible for the performance and continuous improvement of the financial planning processes and activities. The Financial Controller is a dynamic individual who has strengths in attention to detail, organization, multitasking and working with financial information to ensure the successful performance of the government by providing technical support and advisory expertise in the areas of financial analysis, reporting and budgeting.

**Key Responsibilities**
- **Financial Management and Budgeting**:_
- Design, develop and implement a financial framework to support all areas of the financial function
- Direct and manage the daily operations of the finance and accounting department
- Assist in the development and maintenance of effective financial operations, systems and procedures
- Conduct finance and accounting program evaluations, budget analysis and develop recommendations for improvement
- Work closely with the Chief Financial Officer to improve the processes, accuracy and efficiency of the department
- Manage the operations and daily activities of accounting staff
- Assist in the development of key and operational performance indicators and targets
- Assist in the development of the annual budget, including forecasting revenues and expenses with the Chief Financial Officer
- Assist in the development of budget projections and performs program budget analysis and variances
- **Financial Reporting**:_
- Produce financial reports in compliance with established standards and prepares annual, monthly and weekly reports
- Ensure financial reporting and procedural compliance with federal and provincial regulatory standards and GAAP
- Perform month-end closing procedures on assigned financial statement items
- Prepare various financial reconciliations and remittances
- Prepare the monthly internal and external financial reporting packages
- Coordinate the year-end audit process including the review and/or preparation of working papers, schedules, analysis and other required documentation
- Assist in the development, review and approval of periodic and ad hoc financial statements and reports as required
- **Financial Policies, Procedures and Controls**:_
- Analyze current financial and operational procedures and policies
- Ensure quality control over financial transactions and financial reporting
- Identify risk factors and areas in need of improvement
- Analyze and develop recommendations and implementation plans for improvements to financial controls, policies and processes
- Evaluate and recommend improvements to the accounting systems to improve internal controls and efficiencies
- Ensure risks are managed with appropriate internal controls
- Ensure financial and accounting policies and procedures are kept current and are being adhered to
- Ensure the continuous improvement of the organization through evaluation and implementation of financial policy and procedures
- Monitor relevant financial industry standards and trends and ensures financial systems and controls are compliant
- **Leadership**:_
- Act as a resource and provide assistance to the Chief Financial Officer with respect to financial information, issues and reports
- Model the organizational culture and performance expectations for all staff with specific leadership of the finance and administration team
- Provide day-to-day leadership and lead the development of a positive and constructive culture through the facilitation of teamwork and immediate conflict resolution
- Ensure the effective performance of all team members within the department through the effective establishment, communication and measurement of performance expectations

**Education and Experience Requirements**
- Completion of a recognized accounting designation (CPA) or an equivalent post-graduate degree and experience
- 5+ years of financial management experience
