Position Overview:
- Reporting to the Manager of Financial Reporting & Analysis, the Investment & Treasury Analyst will actively manage the City of Kitchener’s investment portfolio, as well as its debt and reserves. In addition, the Investment & Treasury Analyst will be heavily involved in administering the City’s development charges bylaw and the City’s grant process.**Responsibilities**:
- Manages the City’s investment portfolio in excess of $200 million dollars and allocates interest to appropriate corporate areas (e.g. reserves, utilities, tax-based operations).
- Prepares and monitors cash flow forecasts in order to maximize short
- and long-term investment yields.
- Maintains the comprehensive debt model that tracks historical/projected debt and implements changes to the model to improve its effectiveness.
- Prepares what-if scenarios related to debt as a potential funding option for projects and as part of business case analysis.
- Maintains the comprehensive reserve model that tracks historical and projected reserve transactions and implements changes to the model to improve its effectiveness.
- Reconciles all reserve funds, regularly updating balances to reflect transfers to/from reserves as approved through the budget process, year-end process, or reports to Council throughout the year.
- Assists in updating, interpreting and administering the development charges (DC) bylaw.
- Prepares financial content for deferred DC payments and credit-refund agreements in accordance with applicable legislation/agreement terms.
- Assists with monitoring, applying, and tracking of grant opportunities from other levels of government and outside agencies and coordinates and supports grant reporting.
- Prepares relevant content to be used in budget presentations, annual statements, or reports to senior management and Council.
- Performs other related duties as assigned.

**Requirements**:
- 4-Year Honours Degree in a related field (e.g. Business Administration, Economics).
- Minimum 2 years of related experience in finance (municipal or not-for-profit, specifically with treasury, development charges and grants is considered an asset).
- Canadian Chartered Professional Accounting (CPA) designation.
- Advanced Excel, analytical, and data modelling skills and experience (e.g. pivot tables, sumifs, vlookup).
- Strong analytical and research skills to effectively identify, analyze, and provide recommendations.
- Excellent verbal and written communications skills with the ability to communicate effectively with internal and external parties.
- Strong time-management skills and ability to manage multiple projects and tasks.
- Reliable with a good attitude and employment record.
