**Scope of Responsibilities**

The Planning Specialist, Operations Services, is responsible for a broad range of planning services to support long range capital demands, facility requirements, school boundaries, land use and accommodation planning. The specialist will lead quantitative analysis and demographic projections for schools and communities in HRM, and acts as the primary internal expert on HRCE demographics. Working collaboratively within a team environment, the Planning Specialist will demonstrate a strong commitment to the school improvement process in support of student learning and well-being, and will report directly to the Director, Operation Services.

**Competencies Required**

The Planning Specialist for the Halifax Regional Centre for Education shall have the following competencies:
(a) The ability to effectively analyze and use data to support reports and recommendations with respect to planning and capital project requests;
(d) The ability to use strong interpersonal, oral and written communication skills;
(e) The ability to facilitate the use of demographic data as a planning tool;
(h) The ability to interpret and communicate design drawings, specifications, and associated design changes;
(i) The ability to work in a team environment while leading multiple projects and adapting to frequently changing priorities and tight timelines;
(j) The ability to recognize and identify priorities in scheduling of work requirements, staff and other resources;
(k) The ability to effectively communicate both internally within Operations Services, and externally with service delivery partners and staff throughout the Halifax Regional Centre for Education;
(l) The ability to promote and maintain confidentiality.

**Qualifications**

(a) Completion of a college or university program in a discipline related to planning, engineering, or construction;
(b) Minimum five (5) years experience in Project or Data Management, preferably within a land use planning or capital planning environment;
(c) Relevant experience working in educational institutions or public sector considered an asset;
(d) Accredited Learning Environment Planner (ALEP) certification considered an asset.

**Specific Job Components**

The Planning Specialist shall perform those tasks assigned by the Director of Operations. These tasks may vary, from time to time, with the evolution of projects and may include, but not be limited to the following:
(a) Develop systems for collecting and reporting demographic data at the school, community, and Centre levels;
(b) Manage the collection, analysis and reporting of actual and projected enrolments, and facility uses and capacity for the Region;
(c) Provide first line contact with school sites for matters regarding the implementation of assigned construction projects;
(d) Develop and implement a strategic space plan to address capacity pressures at HRCE schools;
(e) Design and conduct space needs analyses, planning and utilization studies to improve space utilization efficiency and allocations;
(f) Lead the school boundary review process for existing and/or new schools;
(g) Utilize various software programs such as the Microsoft Office Suite and GIS software to support long range planning, statistical analysis, reporting, and project management;
(h) Conduct field research on occupancy patterns in neighborhoods served by the Centre;
(i) Lead consultation with community and School Advisory Committee on impacts of population growth and Major Capital Projects;
(j) Work with the Capital Projects team to coordinate facilities planning to include, but not limited to, renovations and new construction;
(k) Liaise with local developers to keep Operations Services current on housing trends, potential development, and the housing market generally;
(l) Connect with HRM Planning & Development to sustain an ongoing relationship and dialogue on issues of mutual interest;
(m) Maintain familiarity with all capital facilities of the Centre which are included in the overall facilities management and renewal strategy;
(n) Other duties as required.
