**Overview**:
Woodfibre LNG Limited (WLNG) and FortisBC Energy Incorporated (FEI) are constructing a natural gas pipeline (Eagle Mountain Pipeline) and Liquefaction Facility (the “Project”) in Tsleil-Waututh territory. The Project will expand FEI’s existing pipeline capacity by constructing a 24-inch, 50km pipeline from Coquitlam, to Woodfibre’s facility site on the edge of Howe Sound. The pipeline will go through the heart of Tsleil-Waututh territory, the xʔəl̓ilwətaʔɬ/_Indian River Watershed_. The Project will include construction of a pipeline and liquefaction facility, temporary workspaces, temporary infrastructure sites, and transportation of peoples and materials.

Tsleil-Waututh Nation has stewarded the territory since time out of mind. The Nation’s Treaty, Lands and Resources Department (TLR) is seeking a Project Manager, Eagle Mountain Pipeline - Woodfibre LNG to ensure Tsleil-Waututh Nation’s rights, title and interests, including the Nation’s stewardship obligations, are upheld throughout the Construction and associated Restoration phases of the Project.

**Job Summary**:
The Project Manager, Eagle Mountain Pipeline - Woodfibre LNG reports to the Director and is responsible for overseeing Tsleil-Waututh Nation’s engagement on the Project:

- Uphold Tsleil-Waututh Nation’s rights, title and interests throughout all aspects of Project Construction
- Represent Tsleil-Waututh at Technical Tables related to the Project
- Effectively communicate and engage with FEI and WLNG to avoid or minimize environmental, cultural and spiritual impacts of the Project on Tsleil-Waututh Nation
- Work closely and collaboratively with staff at TLR to support in-field monitoring of Project activities
- Manage a technical team and relevant consultants

**Duties & Responsibilities**:

- Oversee Construction and related Restoration activities of the Project from a Tsleil-Waututh perspective
- Assert Tsleil-Waututh Nation’s Rights, Title, and Interests with regards to the Project
- Build strong working relationships with FEI and WLNG Representatives
- Support the implementation of Confidential Project Agreements through established Project Committees’ including decision-making processes and dispute-resolution processes
- Represent Tsleil-Waututh at Project-level Technical Working Groups including:

- Facilitate conversations and provide recommendations relating to environmental and cultural matters
- Review technical information, permits and plans related to the Project
- Ensure effective implementation of permits and plans including the Indian River Watershed Mitigation and Management Plan
- Develop processes to minimize impacts of the Project on TWN’s rights, title and interests
- Develop Project-related plans including Cultural Protection Plans, Restoration Plans and Access Management Plans
- Manage a team of staff and Consultants to participate in technical reviews and relevant discussions
- Facilitate effective on-site environmental and archaeological monitoring for the Project
- Work closely and collaboratively with other TLR Staff (Cultural team, Field Program Managers, Environmental Staff, Field Crew, and Environmental and Archaeological Monitors) and other TLR Departments
- Liaise and work with Provincial and Federal Governments, Regulatory Bodies, and other First Nations as necessaryPerform other related duties as required.

**Communications**
- Work with TWN Communications Department to develop and implement a communications strategy for the Project including engagement with TWN community members, external media, and presentations as necessary
- Support the Director to prepare and present relevant information to Tsleil-Waututh Nation Chief and Council

**Department Wide Initiatives and Administration**
- Work with the Director and TLR Managers to ensure alignment with TLR’s mandate and vision for the Territory
- Manage a program budget including developing yearly budgets, invoicing, reporting and all other necessary tasks
- Facilitate efficient records management
- Develop TLR policy as needed/directed.
- Assist with the implementation and delivery of other Department initiatives as directed.
- Support the Director in all other tasks as required.

**Supervisory Responsibilities**:
Manage staff and consultants; Supervise other department staff and consultants as needed.

**Qualifications**:

- Bachelor’s degree in related field (e.g., social or environmental sciences) with a minimum of 4 years of work experience, or a Master’s degree in related field with 2 years’ work experience - will consider alternate combinations of education and relevant work experience.
- Understanding of the current and historical culture of the Tsleil-Waututh Nation and Coast Salish peoples.
- Understanding of Aboriginal rights and title, particularly in the context of B.C.
