The Ungava Tulattavik Health Center is located in Kuujjuaq. It provides all health and social services in the eastern part of Nunavik. It serves seven Inuit communities with as many CLSCs, a seniors' center and a hospital in Kuujjuaq. It employs approximately 1,000 employees: administrators, professionals, doctors, dentists, psychologists, nurses, social workers, support staff, casual employees, etc.

The communities of Nunavik are located north of the 55th parallel where a subarctic climate prevails. This climate results in permafrost and does not allow for any agriculture. Nunavik is the largest region covering approximately one third of the total area of Quebec. There are no road links between the communities of Nunavik and southern Quebec, nor between the communities of Nunavik themselves. Access to the region and its communities is only by air and sea.

FUNCTIONS

Under the authority of the Deputy Executive Director, the Advisory Manager - Performance, Business Intelligence and Advanced Analytics will be responsible for contributing to the development and use of resources, tools and methods for collecting, consolidating, modeling and reporting data, with a view to providing decision support and enabling decision-makers to gain an overview of the activity being processed, in line with the vision of overall performance.

In this respect, he advises and supports the various departments within the framework of various intervention and development mandates, aimed in particular at providing access to high-quality, fiable and standards-compliant data. It proposes business solutions aimed at improving or optimizing standards, policies and programs, particularly with a view to implementing activity-based financing over the next few years. The nature of the files requires extensive knowledge in the fields of activity, enabling the development of recommendations, solutions and action plans, in line with the organization's orientations and objectives regarding the desired development of a culture of measurement, the Infocenter, business intelligence and activity-based financing.

The Advisory Manager contributes to the resolution of complex problems, requiring detailed business intelligence analysis and knowledge in a complex environment of data and systems. They are frequently called upon to interact with a variety of stakeholders working in complementary business fields. Interpersonal skills are essential. He is the guarantor of best practices in organizational performance analysis.

GENERAL RESPONSIBILITIES

Assumes responsibility for assigned projects;
Advises on matters falling within its areas of expertise;
Contributes to the development of strategies conducive to modern, innovative and efficient management;
Contributes, in collaboration with the various departments and services, to the implementation of communication and consultation mechanisms required for the sound management of its files;
Initiates and oversees the implementation of actions to promote the image of the management and the establishment;
Analyzes and implements corrective measures relating to management charts and performance indicators;
Carries out any other mandate requested by his immediate superior;
Establishes effective communication and collaboration within and between departments, facilities and employees;
Participates in various internal or external committees on which he is mandated by his manager.

SPECIFIC RESPONSIBILITIES

Collaborates in planning the development of the facility's information and technology resources from a business intelligence and information management perspective;
Exercises cross-functional responsibility for data management, both clinical and administrative, with regard to accessibility, availability, harmonization and data quality;
Coordinates work related to strategic analysis, information technology, statistics, data warehousing and drilling to access external and internal data sources, then analyzes them to produce information to guide strategic decision-making;
Contributes to the implementation of various archiving systems in which the contents of the various business processes are available;
Ensures the availability of usable system content to meet the organization's objectives, by providing efficient and reliable access to key information within the framework of the organization's business processes;
Coordinates activities related to the design, implementation and monitoring of organizational dashboards: the selection, relevance, calibration and interpretation of indicators in a summary and targeted manner;
