**Description of Duties and Authority**

The Manager of Planning’s major responsibility is to assist the Director of Client Services to direct, plan and manage the delivery of client services within the framework of ILS’s policies and procedures and other operating constraints and obligations. This includes monitoring the effectiveness of existing programs through planning and evaluation within established program budgets while also anticipating staffing requirements. The position of Manager of Planning is also a member of the Client Leadership Team and plays a critical leadership role regarding the delivery of client services as it is supported by the Planning Department.

**Program and Organizational Management**
- Manage the day-to-day operations of ILS’s scheduling, and navigation in a manner consistent with the values of the Agency.
- Work collaboratively with the Manger of Client Services to maintain funder targets and a positive client experience.
- Work effectively and collaboratively with all levels of ILS Staff to achieve organizational goals, mission, and values.
- Develop, implement, evaluate, and maintain scheduling processes in alignment with current practices.
- Effectively manage existing programs in terms of resource allocation and services provided, within established budgets.
- Participate in the planning of new initiatives and/or modified program changes.
- Work with Community partner Agencies to encourage networking, awareness, and joint problem solving to address gaps.

**Quality and Service Delivery**:

- Actively participate in CARF accreditation process; ensure required organizational practices are adhered to and recorded appropriately.
- Maintain program targets and ensure timely admissions in collaboration with the Manager of Client Services.
- Ensure clients receive services in a consistent and timely manner to maintain their independence in the community according to their Individualized Service Plan.
- Respond to all Clients inquires and issues in a sensitive, efficient, and professional manner.

**Strategic Planning and Development**:

- Monitor current trends through information provided by others and anticipate future trends.
- Work collaboratively with the Manager of Client Services and other team members in the deployment of client services and respond proactively to emerging trends and client needs.
- Assist the Director of Client Services in the research, development, and preparation of a business case for new program initiatives which support the development of an integrated health care system.
- Participate in committee work as required.

**Financial Management**:

- Assist the Director of Client Services in the development of program budgets based on forecasted demands within funding parameters.
- Ensure funding targets are met through ongoing evaluation, reporting, and monitoring of program budgets.
- Continually look for ways to improve or enhance service delivery to clients.
- Identify and initiate ways to improve service delivery effectiveness.

**Employee Engagement and Union Relations**:

- Identify training and monitor effectiveness of training to ensure staff skills are maintained.
- Monitor and evaluate employee performance and provide timely feedback.
- Conduct probationary and regular performance reviews as required.
- Ability to carry out workplace investigations as supported by Human Resources
- Schedule department meetings to promote and enhance communications, participation, and promote team building.
- Ensure staff members are familiar with all policies and procedures.
- Support all policies, procedures and best practices when assisting with training and orientation of employees.
- Ensure the Collective Agreement is supported in collaboration with all union members.
- Work collaboratively to identify and mitigate risk to the Agency.

**Health and Safety**:

- Adhere to the Agency’s Health and Safety Policies and Procedures and ensure a safe and healthy workplace for all employees.

**Required Qualifications and Skills**
- Graduate of a post-secondary program in health care, health care administration, nursing, or public health required.
- Three to Five years of supervisory experience and training, preferably in a community health care setting.
- Experience working in a unionized setting required.
- Experience of intake, referral and scheduling of community health care services or another related field.
- Effective communication skills (verbal and written, active listening)
- Proven delegation, planning and leadership skills required.
- Established project management skills.
- Strong customer service focus and demonstrated knowledge and sensitive to the needs of adults with disabilities and seniors.
- Knowledge of relevant legislation/regula
