**BACKGROUND**:
Toronto Public Library is North America’s biggest and busiest urban public library system, with
more than 46 million annual visits to our 100 branches and online, and almost 30 million items
borrowed each year. The library’s 2,200 employees empower Torontonians to thrive in the digital
age and knowledge economy through easy access to technology, lifelong learning, and diverse
cultural and leisure experiences, where, when and how our customers need us. Annually, the
operating budget is $230 million and capital budget is $50 million.

In developing the most recent strategic plan, TPL heard from Toronto that the city and its residents
need better access to: inclusive, welcoming spaces; improved digital literacy; support for workforce
development; platforms for civic discussion and engagement; and consistently excellent customer
experiences. In response, TPL developed five strategic priorities and three supporting enablers that
shape and guide its work and, with Torontonians at the centre of the plan, strive to build more
resilience, success and well-being for the city and its residents.

This is a really exciting time to be working in libraries, when economic, political, social and
educational sectors are focused on the critical importance of the knowledge economy and
managing exponential change and technological disruption. It is also a time when libraries are
being recognized as catalysts for our cities’ success and our neighbourhoods’ resilience and
renewal. No other public institution has the mandate and reach, physical and technical
infrastructure, talent and community presence to empower Torontonians the way TPL does.

We are looking for public sector leaders who can be change agents and collaborators to help us
support the ongoing transformation of these important services and build organizational capacity
for innovation.

**RESPONSIBILITIES**:
Under the general direction of the Director, Finance & Treasurer, the Manager, Procurement and
Contracts is responsible for planning, managing, implementing and evaluating procurement
methods, systems and procedures, and for managing contracts, required to support the business
and financial aspects of the library system. The manager oversees a team of six experienced staff.

The manager is highly skilled in complex public procurement, supplier negotiations, and contract
development and management across many categories, including information technology, facilities
and capital building projects. Modernization of procurement systems and processes, including the
implementation of a purchase to pay system, is a high priority. The manager’s high level of
emotional intelligence and political acuity will enable them to work effectively with senior staff. A
combination of exceptional judgement, evaluation and decision-making skills will enable the
management of risk and ensure compliance with procurement policies and procedures while
obtaining good value for expenditures.

**JOB DESCRIPTION**:
Manages the development, implementation and monitoring of policies and procedures to

support public procurement.
Manages the purchasing systems.
Prepares, negotiates and reviews contracts, including real estate leases.
Plans, schedules, implements and evaluates procurement programs and services to ensure

that they meet client needs, are cost-effective, and support the organization’s strategic
objectives.

Effectively communicates and provides training on policies, programs and services.
Ensures policies and procedures are followed and that there is adequate documentation.
Coordinates vendor evaluation process with internal stakeholders.
Works with the City of Toronto on joint procurement initiatives including social procurement.
Keeps current with relevant legislation and best practices and makes recommendations for

transforming procurement practices.
Manages insurance claims.
Develops goals, objectives and performance measures for the purchasing department and

monitors operations in relation to them.
Accountable for the effective management of financial and human resources.
Hires new staff, transfers, promotes and evaluates performance.
Disciplines, terminates, participates in grievance procedures and administers collective

agreement as required.
Represents the Library in appropriate community and professional organizations, and

promotes library services and partnerships.
Assists with or leads complex procurements as required.
