The Workplace Services and Technology (WEST) Agreement is a PHSA administered program for the provision of workplace services and related technology for the BC Health Organizations (the “BCHOs”). The objective of the WEST Services Agreement is to enhance the capability of the Health Authorities (HA) to leverage technology (desktop and managed support services) to systemically improve health services across the province of BC.

The WEST Alliance Office (AO) serves as an administrative arm of PHSA and provides overall management and accountability for the delivery of the WEST Agreement, to drive the transformation of the Services and achieve Desired Outcomes focused on service excellence, continual service improvement and innovation.

The Lead, WEST Governance is senior expert that advises and provides recommendations on performance related governance frameworks, defined governance roles and responsibilities, Terms of Reference(s), policies, processes and procedures for contract and non-contract service delivery operations within the scope of the agreement. Reporting to the Program Manager and with functional reporting to the Senior Executive Business and Relationship Lead, and with a primary focus on Operations & Executive-level committees across the Province, the Lead facilitates governance stakeholder engagement (WEST- AO, NTT, MoH and HAs), maintains, and modifies existing Governance practices, processes and reporting, ensuring alignment with the WEST Agreement.

**What you’ll do**
- Facilitates governance alignment, implementation, sustainment and revisions of the WEST Agreement; focusing on improvements to the standards, principles, governance metrics, processes, and related tools for governance architecture.
- Defines roles and responsibilities related to governance and ensures clear accountability for WEST Joint Senior Executive Committee final approval. Evaluates and revises governance requirements to align with contract changes/updates.
- Identifies and escalates gaps in policies, roadblocks or risks, and key undercurrents, trends or arising issues from the governance meetings that may affect effective decision-making, risk management and issue resolution of the WEST agreement. Identifies and escalates duplication and/or inconsistencies between the levels of governance, portfolios and/or stakeholder groups to drive efficiencies and achieve results.
- Facilitates effective decision-making, documentation and communication around strategic decisions, ensuring alignment with the conditions set out in the WEST agreement. Tracks governance data including governance maturity, decision-making, policy development, and post-decision execution. Oversees the development of deliverables by staff /contractors related to governance.
- Monitors related budgets, issues, risks, change (e.g. change requests/change orders), and decisions, tracks logs at meetings and follows up with individuals to ensure completion of action items and decisions are documented accurately and completed promptly.
- Organizes WEST-AO events, meetings, and activities across all HAs, MoH and other stakeholders. Coordinates executive-level meetings including stakeholder scheduling, action items, follow-up, tracking, documentation, executive-level meeting materials and agendas preparation, and recording meeting minutes. Drafts or supports the Committee Chairs / Co-Chairs in drafting agendas; and is responsible for the timely and accurate dissemination of meeting materials.
- Designs and prepares regular and/or ad hoc performance reports, media reports/responses, meeting materials, business cases, briefing notes, business requirement documents, communications, and agendas, and presents results as required at stakeholder meetings. Tracks and reports progress of continuous improvement activities/actions.
