Located out of our Heartland Petro Chemical Complex (HPC) facility, the Field Contract Specialist position will report to the Field Contracts Lead. The Field Contract Specialist is a member of the HPC Supply Chain Management (SCM) team and will be responsible for cradle to grave contract management lifecycle functions while managing the day-to-day operations. Working collaboratively with the procurement team this position will manage agreements from conception through execution and completion and is responsible for post contract administration, management of all contract matters relating to the obligations and duties of all parties, monitor performance and compliance.

Qualifications:

- 8 + years’ experience or more of progressive responsibility in Supply Chain Management, in an Operations contracts role on major mining, process, or oil and gas (brownfields and greenfield)
- Post-graduate business degree or a post-secondary education with SCMA designation, is desirable
- Extensive experience in applied contracts
- Strong knowledge of different types of contracts, including standalone agreements, IT agreements and Master Supply and Service contracts
- Experience with SAP, SAP Sourcing, Maximo and Microsoft Applications

Skills & Experience
- Advanced understanding of the unique requirements for performance of the Contracts role in an Operational team, with proven high performance
- Deep understanding of various contract types, models, strategies, and applicability, risks, and benefits of each type.
- Deep understanding and strong ability to negotiate, defend, apply, and rely on legal and commercial terms and conditions during negotiations.
- Ability to manage internal and external relationships with well-developed interpersonal, customer service skills with excellent communication (written and oral)

Key Activities and Responsibilities:

- Develop and maintain a thorough understanding of contract planning, sourcing, bidding, award, and management processes, including the applicable laws and regulations and interface with the appropriate stakeholders at HPC with the execution of operational agreements. Includes single/sole source justification, proponent lists, contract strategies, correspondence with contractors, suppliers and service providers, complete commercial evaluation including award recommendation.
- Contracts formation, negotiation, and execution
- Working with governance and assurance (compliance) teams to proactively identify and manage potential risk within the Supply Chain Management (SCM) activities and organization.
- Working collaboratively with HPC’s legal counsel to ensure proper review, negotiation and execution of all Terms and Conditions for all contracts
- Updating SAP & SAP Sourcing tool to reflect contracts; creating and managing outline agreements for executed master service contracts, standalone contracts, change orders, amendments, and contract management life cycles.
- Assist with the implementation of plans, processes, procedures, and training materials to support commercial/contract management, SRM and supplier development and Contract Management Lifecycle
- Establish and maintain supplier and contractor relationships
- Identify areas of inconsistent supplier performance or compliance and establish intervention/development plans where behavior(s), culture or performance is below benchmarks
- Implement and align systems supporting contracts and purchase order formation and administration, as required, so that smooth execution is achieved.
- Maintain accurate records of committed, actuals, expended and forecast Owner's costs associated with HPC Operations against the approved commitments
- Perform compliance reviews to determine compliance to contractual obligations.
- Evaluate and monitor contract performance to determine necessity for changes or extensions of agreements
- Assist Field Contract Lead with building on existing processes and procedures

Hours:

- 9-hour shifts, every second Friday off, overtime exempt
