The Manager of Fiscal Strategy and Long-Term Planning will provide sectional leadership and guidance. You will implement and promote the City's strategic plan and foster a culture of innovation, engagement, collaboration, and respect. You will manage the City’s Development Charges By-law Updates and related processes, manage the City's investment portfolio, maintain the City's reserves and reserve funds, track and report the City's tangible capital assets and capital projects, and develop debt and funding strategies for the City's capital plans, long-range fiscal planning, and asset replacement.

**Key Duties and Responsibilities**:

- Leads the sectional priorities to ensure efficient delivery of services while encouraging creative thinking and the development of innovative solutions
- Provide leadership and guidance to staff; support and mentor staff through the creation and monitoring of annual goals, career path planning and skill development through the performance development plan process
- Develop and nurture a work environment that is inclusive, respectful and motivating for staff.
- Create performance development plans, establish objectives and monitor results
- Build and maintain productive relationships with other city departments and divisions
- Oversee the City’s capital portfolio including the annual budget and forecasting process, integration with Corporate Asset Management practices, creation and monitoring of robust capital budget and debt management policies, documented standard operating procedures, appropriate internal control structures to prevent misappropriation of assets, long-term capital funding strategy, capital project and tangible capital asset accounting and financial system requirements and improvements.
- Oversee the City’s Development Charge Program including the Background Study, By-law Update and related policy development, revenue collection and reporting, long-term reserve fund and debt management, internal control structures to prevent cash flow deficiencies and financial system requirements and improvements.
- Collaborate with other sections of the City to determine appraised land value
- Provide annual reporting to council on status of Development Charge reserve funds

**Duties and Responsibilities Cont'd**:

- Responsible for the creation and maintenance of an integrated long-term financial plan for the City including policy development, internal and external communication strategy and corporate accountability framework.
- Oversee the City’s reserve and reserve fund strategy including maintenance and adherence to the City’s policies, annual activity and funding status reporting, long-term forecasting, and financial system requirements and improvements.
- Manage the City’s investment strategy and portfolio based on ongoing cash flow forecasting and requirements
- Responsible for debt policy management, debt forecasting and the issuance of debt
- Act as the representative for the finance department on corporate projects and initiatives that align with the division portfolio, providing strategic financial advice and oversight. (Examples include but are not limited to the City’s Community Improvement Plans, property and land development projects and complex capital projects).
- Deliver polished, professional reports, presentations and materials for the executive management and Council in accordance with City protocols and deadlines. Includes reviewing and approving “Financial Implication” language for special project Council reports, raising concerns to Treasurer where required.
- Attend and speak at City Council and Committee meetings as required.
- Creation and delivery of an annual work plan that is achievable and aligned with the strategic goals and objectives of the Finance Department, the Corporate Services division and the City as a whole.
- Responsible for managing the section’s operating and capital budget in accordance with the City’s budget monitoring practices.
- Keeps abreast of the City’s changing strategies, priorities, and provincial legislation to ensure that financial planning throughout the City is linked to strategic objectives, and ensures ongoing adherence to Council approved financial protocols, controls, policies and procedures.
- Investigate best practices, conduct research and recommend creative solutions and policy amendments to support continuous improvement of effective and efficient business practices.

**Education and Experience**:

- Degree in Accounting, Commerce or related discipline
- Chartered Professional Accountant (CPA)
- 7 years progressive experience as a financial analyst or similar role
