**The City and District of Thunder Bay (CDTB) Ontario Health Team (OHT)**

**Status: Full Time TEMPORARY (12 months)**

The City and District of Thunder Bay (CDTB) Ontario Health Team (OHT) is seeking a motivated, collaborative leader, experienced in implementing multi-stakeholder, complex projects, to the lead the OHT in implementing foundational structures, processes and projects that will improve care for the people we serve.

**Position Summary**:
The Implementation Lead will report to the Leadership Team of the City and District of Thunder Bay (CDTB) Ontario Health Team, which works on behalf of the broader OHT Collaboration Council. The OHT has been operational for less than a year. In the initial year, the OHT has made strong commitments to Indigenous partnership, primary care and patient/client/resident/family caregiver leadership, as well as focus on people living with Mental Health and Addictions as a Year 1 population. The Implementation Lead is essential to executing an ambitious Vision for the City and District of Thunder Bay OHT.

The Implementation Lead will support the Leadership Team and Collaboration Council to develop and implement strategy and operational work plans to execute on identified goals. This leader will coordinate community engagement processes and the development of internal and external communication plans, as well as provide technical expertise to ensure effective management and coordination of strategic and operational processes.

The Implementation Lead will have strong project management skills and will develop, monitor and implement project plans and timelines to ensure that the work of the OHT meets all internally and externally driven milestones and deadlines.

The Implementation Lead will oversee a core team that provides overall OHT implementation support in the areas of project management, population health management, quality improvement, decision-support, digital advancement, communications, engagement, and administration. This individual's collaborative style, expertise and passion will set the tone for accomplishing our goals.

**Primary Responsibilities/Accountabilities**:

- Lead the OHT strategic planning and community engagement process.
- Support and enable the OHT in fulfilling its commitment to Indigenous partnership - including commitment to meaningful, inclusive and reciprocal relationships based on trust and transparency, governance, and commitments to addressing systemic racism and Truth and Reconciliation.
- Develop and monitor project plans and timelines to ensure that OHT Working Groups and Advisory Councils meet all internal and external milestones; including the priorities and deliverables as defined by the Ministry of Health and Ontario Health.
- Support the activities and deliverables of the OHT Working Groups and Advisory Councils - including, but not limited to: Leadership Working Group, Communication and Engagement Working Group, People-Centred Leadership Working Group, Ceremony Planning Working Group, Primary Care Network, Digital Working Group, etc.
- Support OHT Working Groups and Advisory Councils by coaching and assisting project team members and employees of partner organizations.
- Support the development of materials, such as reports, briefing notes and presentations.
- Monitor and report on OHT legislative compliance.
- Identify, mitigate and assist in managing risks associated with strategic and overall business planning.
- Liaise with other OHT's both within and outside the North West region to share lessons learned and support collaborative practices.
- Liaise with Ontario Health/Ministry of Health as directed by the Collaboration Council.
- Other duties as assigned.

**Qualifications and Experience**:

- Degree (masters level) in business administration, health administration or equivalent.
- Project management training and experience (PMP certification an asset)
- In-depth knowledge of health and social services within the City and District of Thunder Bay, and Northwestern Ontario. Knowledge and experience related to the OHTs key priorities and key areas of work is an asset.
- Strong existing relationships within the City and District of Thunder Bay, and Northwestern Ontario.
- Experience working with Indigenous communities and organizations. Understanding of Federal funded healthcare is an asset.

**Skills and Abilities**:

- Ability to guide, coach and manage complex teams with multiple stakeholders.
- Experience and capacity in consensus-based decision-making, and facilitation of complex discussions.
- Demonstrated change management of large, complex projects including some or all of: strategic planning, digital health, quality and care delivery.
- Demonstrated ability to develop and present effective reports/presentations for various audiences including: senior leaders, clinicians, patients/clients/residents/families/caregivers, boards, etc.
