Job Summary:
**Your role**:

- Provide managerial oversight and/or guidance to Bylaw, Security, Property Standards, Community Emergency Management staff and related committees.
- Oversee the development, implementation, maintenance and review of a comprehensive Emergency Management Program as well as the City’s Continuity of Operations programs.
- Ensure the City of Guelph and its emergency operations control group are in a continuous state of readiness in the event of a municipal emergency through ongoing planning, training, exercise, testing, and awareness initiatives.
- Ensure the development, execution and monitoring of strategic policies, procedures, documents and working groups addressing the key areas of emergency management and Continuity of Operations programs: including but not limited to prevention, mitigation, preparedness, response and recovery as mandated through the City’s Emergency Management Program Committee and/or the City’s Leadership Team.
- Responsible for various City Bylaws including parking, noise, property standards, licensing, waste and nuisance.
- Act as the City’s Issuer of licences for business and lottery licensing.
- Responsible for the division’s operating and capital budgets, work plan, staff resources, training, development and performance issues.
- Responsible for the City’s security procedures and systems including intrusion, CCTV and access controls.
- Ensure adequate coverage to maintain service delivery at all times.
- Build and maintain productive, collaborative relationships with other city departments, divisions, the public, internal and external partners.
- Develop and nurture a work environment that is inclusive, respectful, positive and motivating for staff.
- Write reports and make presentations as required both internally and to the public, as well as to council and committees.
- Assist with the development of strategic operational plans to achieve the goals and objectives of the department.
- Respond to issues verbally and in writing regarding Bylaw Compliance, Security and Licensing related issues and activities.
- Assist in the investigation and resolution of any third party claims related to security.
- Maintain knowledge of regulatory and legislative requirements, collective agreements, best practices and emerging industry trends and make recommendations with respect to enhancements and implications.
- Assist in the development of the division’s budgets and monitor/moderate expenditures to achieve budgetary and service goals.
- Ensure compliance with the City’s purchasing by-law.
- Perform other related duties as assigned.

**Qualifications**:

- Completion of Basic Emergency Management and Incident Management courses.
- Must possess or have the ability to qualify as a Community Emergency Management Coordinator (CEMC) through Emergency Management Ontario.
- Demonstrated leadership skills acquired through considerable experience leading and motivating staff.
- Demonstrated understanding of legislation, procedures, methods and legal proceedings related to municipal bylaw enforcement, property standards, municipal security and lottery/business licensing.
- Proven knowledge and understanding of responsibilities under the Occupational Health and Safety Act.
- Excellent public relations, customer service, interpersonal, project/time management, analytical, problem solving/conflict management, presentation and communication skills.
- Demonstrated financial experience in the development and management of budgets.
- Experience with Microsoft Office programs, AMANDA, Lenel and/or other related computer systems.
- Experience as a Community Emergency Management Coordinator (CEMC) or alternate is preferred.
