Community Services Director

The Community Services Director provides senior level oversight to our community outreach programs in Kelowna, Lake Country, West Kelowna, West Bank and Peachland. This CS Director leads the community outreach teams in effective holistic service delivery in response to expressed needs. The CS Director serves as The Salvation Army’s key liaison/representative on community task forces/working groups seeking to find solutions for poverty, food insecurity, and housing insecurity across the Central Okanagan.
**HOURS**:
- 37.5 weekly
**KEY RESPONSIBILITIES**:
- Serves as an active, collaborative team member on Okanagan Central Community Church’s Director’s team and Management team, as well as various planning committees. May serve as Chair in the absence of the Corps Officers and/or Operations Director.
- Establishes and Chairs the Ministry Unit’s Community Council.
- Attends various City high-level community planning/collaboration committees and working groups addressing poverty, food insecurity and housing insecurity, mental health challenges, etc. Serves as TSA’s official liaison/representative.
- In consultation with TSA’s Divisional Emergency Disaster Services Secretary, works with the MU’s Municipal Governments (Lake Country, Kelowna, West Kelowna, Westbank, Peachland) to establish timely and effective Memorandums of Understanding capturing The Salvation Army’s Emergency Disaster Services Responses in Okanagan Central.
- Ensures that the Gospel of Jesus Christ is exemplified in the performance of all job responsibilities and through personal example.
- Prays with and shares the message of the Gospel of Jesus Christ with guests, staff, and volunteers, endeavoring to welcome them into the Body of Christ, linking guests to the church family and church programs where possible.
- May support congregational ministries with preaching/teaching, as needed, at the request of the Corps Officers.
- Gives high level oversight to Community Services programs, ensuring ministry objectives are consistently accomplished and that spiritual health is the driving force in creating program initiatives that are integrated into our mission. Works with the Corps Officers to ensure that programs support integrated mission.
- Responsible to ensure ongoing evaluation/assessment of programs and services as the team works towards continuous quality improvement so that resources are effectively stewarded for optimum mission impact.
- Leads the CS team through necessary change initiatives aimed at increasing holistic mission impact.
- Provides strong leadership, supervision, direction, training and support to all CS senior mission partners so that they may develop both spiritually and professionally.
- Supports effective recruitment, onboarding, performance management and terminations for staff on the Community Services team in consultation with the Corps Officers and Human Relations. Ensures adherence to all internal HR policies and procedures.
- Supports senior CS mission partners in their work leading and directing their teams (Casework/Pathway of Hope Team Leaders, Program and EDS Coordinator). Meets with each regularly. Coaches and mentors, resources, and delegates authority appropriately.
- Ensures Performance Evaluation and Coaching (PEACs) processes are utilized effectively and according to schedules established by THQ HR. Holds supervisors under their direction accountable for this.
- Recruits, on-boards, trains, disciplines all Christmas Blessing mission partners (employees and volunteers).
- Makes recommendations for CS staff development/training for presentation to the Director’s/Management Teams.
- Ensures that the CS team works together to achieve the mission and operates with the values of The Salvation Army.
- Ensures strong and effective collaboration between CS other MU departments/teams.
- Assists the Corps Officers and Director’s/Management Teams with ongoing planning/action plan development.
- Provides input into the preparation of an operating budget for the CS department and monitors/manages financial performance accordingly.
- Develops and implements policies and procedures for CS programs in consultation with the Corps Officers and Director’s/Management Team.
- Works with Corps Officer to ensure that programs and policies & procedures meet all contractual, legal, and internal accreditation requirements.
- Ensures the CS team regularly maps community assets to ensure programming reflects ever-evolving community/guest needs, while avoiding unnecessary duplications.
- Networks with other Salvation Army Ministry Units in the Okanagan to coordinate resources for the benefit of the community and our guests/programs.
- Supports the Program and EDS Coordinator in the development and implementation of a local Emergency Response Plan, assisting with provincial/federal emergencies as required with Emergency Disaster Training provided by The Salvation Army.
