The Workplace Evolving Services and Technologies (WEST) agreement is an outcomes-based partnership between the BC Health Authorities and NTT DATA who are jointly committed to delivering, supporting, and enabling the tools and infrastructure that are foundational for clinicians and providers, in delivering health care for people in British Colombia. The objective of the WEST Agreement is to enhance the capability of the Health Authorities (HAs) to leverage technology (desktop and managed support services) to systemically improve the delivery of health services across the province of BC.

The PHSA WEST-Alliance Office (AO) was created to manage the relationship and the WEST Agreement with NTT DATA on behalf of PHSA and the HAs in BC. The WEST-AO monitors and supports the relationships, processes and services, with a focus on service excellence, continual service improvement and innovation. The WEST-AO is accountable for contract management and supports the provincial delivery of the WEST Strategy and its expected outcomes.

**Role Summary**

In accordance with the Mission, Vision, Values and strategic direction of PHSA, safety, including both patient and employee safety, is a priority and a responsibility shared by everyone at PHSA. As such, the requirement to continuously improve quality and safety is inherent in all aspects of this position.

The position provides leadership for all aspects of the development and implementation of large, multifaceted, provincial projects and takes projects from original concept through to final implementation. The Director works with the Alliance Office senior leadership team on developing and implementing provincial initiatives. Provides leadership and project management for strategic and operational project(s) associated with enhancement, process design, quality improvement in relation to WEST services and the WEST Strategy. These project(s) involve large-scale reviews of practices, procedures and systems leading to the enhanced integration of services, better service delivery and the delivery of cost-efficiencies. The Director will identify and track metrics as they relate to the project deliverables and establish the project team providing direction to project resources to ensure that the project scope of work is completed on time and on budget. The role will require interfacing with regional Health Authorities (HAs) across British Colombia, NTT DATA, as well as WEST-AO Leadership team members, and collaborates cross-organizationally to bring together technical teams, and committees to collaborate and share best practices. The role leads others toward the achievement of project goals through effectively communicating the project vision, coordinating resources, advancing priorities, and promoting collaboration and commitment of key stakeholders from project inception to project delivery and through sustainment.

**What you’ll do**

Leadership
- Provides direct management and leadership of the WEST Alliance Office Project Management Office (PMO)
- Provides leadership and accountability for the prioritization, planning, delivery and evaluation of multiple complex initiatives within the WEST Alliance Office.
- Provides overall leadership and direction to department using effective management skills (clear leadership, coaching, mentoring, development, performance management, etc.).
- Provides leadership and advice on project management methodology to Alliance Office leaders.

Technical:

- Manages WEST-AO PMO portfolio and staff providing Project Management, Systems Integration, System Sustainment, Automation and Applications Development functions in a complex, multi-Health Authority environment.
- Establishes detailed project charters, plans and objectives and other artifacts to outline timelines and project deliverables. Executes project plans according to project methodologies, ensures successful and coordinated completion of project components, facilitates consensus with stakeholders as needed and ensures readiness for project implementation.
- Oversees project progress according to project plan and identified metrics. Monitors and ensures reporting on the status of projects and major barriers encountered. Makes decisions and recommendations regarding projects scope and related changes required to facilitate a successful outcome. Implements or contributes to the implementation of effective processes to assess project risks, identify risk mitigation strategies and monitor risk throughout the project lifecycle.
