The Opportunity

**Finance Manager**

The Bruce Oake Recovery Centre is a 50-bed, non-profit residential treatment program for men in Winnipeg, Manitoba. We offer long term live-in and community-based services to individuals seeking recovery from substance use disorder.

The Bruce Oake Recovery Centre helps individuals and families recover from addiction, find the courage to change, and learn to use the tools they need to live happy and productive lives in recovery. Bruce Oake is a place for recovery, healing, and a foundation for life.

As the Finance Manager, this role is responsible for planning, and managing financial, human resources, and administrative functions for the organization by following organizational policies and procedures set forth by the Executive Director and the Board of Directors. The Finance Manger will report directly to the Executive Director.

The Finance Manager will oversee all financial activities and aspects of the organization; create budgets, projections, and financial targets, conduct financial analyses, prepare operational financial reports, develop and implement an effective accounting system, manage the payroll system and maintain accurate and current accounting and employee files.

**The Responsibilities**
- Provide financial and human resources advice and guidance to the Executive Director and/or the Director of Business
- Completing full cycle accounting
- Participate in strategic, financial, and human resources planning.
- Prepare detailed reports on the organization’s financial performance.
- Guarantee compliance with financial law, reporting, GAAP, and any other guidelines.
- Manage/administer payroll and the employee benefit program.
- Supervise the collection and management of rent and program, and participant fees.
- Manage audits, tax activities and compliance.
- Ensure compliance with policies and procedures and adhere to the terms of Funding and Contract Agreements
- Develop and implement purchasing practices with the Director of Business and monitor the purchasing system.
- Prepare tender documents and administer contracts on behalf of the Executive Director
- Approve the Chart of Accounts and maintain commitment controls.
- Implement and monitor payment authority practices.
- Manage the maintenance and upgrade of financial, payroll, and human resources information systems
- Attend staff meetings and make presentations to Board of Directors when requested

**The Prerequisites**

Professional accounting designation (CA, CGA, CMA) from a recognized accounting program or several years of related senior financial and administrative experience with proven experience as a Finance Manager or similar leadership role.

Strong knowledge of:

- Quick Books accounting program and/or other computerized accounting programs.
- Generally accepted accounting principles
- Accounts payable and receivables
- Fund accounting.
- Preparation of financial statements and reports
- Municipal services.
- Administration of employee benefits.
- Payroll processing and reporting using Payworks
- An understanding of relevant municipal, provincial, and federal legislation, policies and employment standards and procedures
