The Human Resources Clerk is responsible for performing payroll functions and administering pension and group benefit plans. The position is also responsible for maintaining personnel files and employee competition files. The Human Resources Clerk provides administrative support for the health and safety program and the new employee orientation program. When required the Human Resources Clerk also serves as a backup for other positions.

**DUTIES & RESPONSIBILITIES**:
**Specific**
- Assists with implementation of modules and routines for the electronic HR & Payroll System, and updates and maintains records in the System.
- Processes payroll for various Payroll Groups
- Maintains records for vacation, sick leave and other absences.
- Maintains records for pension and group benefit plans. Distributes information to employees.
- Maintains records for employee training.
- Maintains personnel files and employee competition files.
- Provides administrative support for the Municipality’s health and safety and new employee orientation programs.
- As first point of contact for employees, communicates human resource information to employees.
- Conducts reviews of various employee policy and procedure routines to check for compliance and brings issues to attention of supervisor.
- Prepares letters, mailings and meeting minutes. Copies public notices, training resources, etc.
- Performs miscellaneous job-related duties as assigned.

**General**
- Performs a variety of general clerical duties, including telephone reception, mail distribution and other routine functions.
- May serve as backup for other positions as necessary.
- May take minutes at meetings.
- Ensures confidentiality of work-related information.

**QUALIFICATIONS, KNOWLEDGE AND SKILLS**:

- College diploma in human resources or related field with two years of experience or equivalent combination of education and experience
- Experience in payroll administration using a computerized system.
- Knowledge of municipal administration
- Ability to understand rules and explain to others
- Ability to analyze and solve problems
- Ability to deal with the public and other staff in a courteous and tactful manner
- Good communication and computer skills, including database and website programs

**WORKING CONDITIONS**:

- Generally works in an office environment
- Occasionally some light physical activity
- No or very limited exposure to physical risk
