The Manager (Major Projects, Environmental Services) is responsible for the coordination of environmental programs and staff for Manitoba Transportation and Infrastructure (MTI) that are working on major projects. Major projects are typically large, multidisciplinary, complex projects and/or those that are deemed by MTI leadership as having an appropriate level of strategic value; many of these projects will be defined through the Major Projects Branch of the Corporate Services Department and typically align with the Major Projects section of the Consultation Branch. Working alongside other sector managers and the directors of Environmental Services, Major Project and Consultation branches, the incumbent takes responsibility for MTI projects requiring internal and external environmental approvals to meet federal and provincial environmental legislation and applicable best management practices. This position is responsible for developing and recommending policy to senior management and will represent the Department at public and stakeholder meetings and hearings. Their primary role will be to coordinate and facilitate the receipt of licences and approvals required to construct and operate major projects.

Qualifications:
**Essential**:

- Masters of Science in Biology, Environmental Sciences, Natural Resource Management, Biosystems Engineering or relevant discipline.
- Experience conducting and/or managing environmental assessment and approval processes, including for large and complex infrastructure projects.
- Experience planning and coordinating aquatic and/or terrestrial mitigation measures and monitoring.
- Experience managing and supervising staff.
- Experience in financial management: budgeting, invoicing, proposal development, contract document review and/or delivery, and reporting.
- Experience coordinating and participating in Indigenous and Public Engagement and/or Consultation programs.
- Knowledge of a diverse array of environmental parameters and topics; knowledge of socio-economic topics, including heritage resources and resource use, is considered an asset.
- Knowledge of current and evolving federal / provincial legislation related to environmental effects, due diligence, and regulatory compliance, particularly as it pertains to civil infrastructure.
- Knowledge of road, bridge, dam and drain planning, design, construction and maintenance.

**Duties**:
Reporting to the Director of Environmental Services (ES) Branch, the Manager (Environment, Major Projects) key responsibilities include:

- Providing overall coordination and management of the environmental assessment process for major project associated with Manitoba Transportation and Infrastructure;
- Manage staff assessments and environmental reviews of major project engineering works such as highways, dams, and diversions, including determining which approvals/licenses are required to be in compliance with relevant legislation;
- Manage an environmental system that facilitates Manitoba Transportation and Infrastructure’s integration of environmental considerations and objectives into ongoing Divisional processes;
- Periodically conduct formal process reviews to assess the effectiveness of environmental procedures and identify opportunities for improvement;
- Manage the responsibilities and performance of environmental staff that participate and contribute to the environmental programs of Manitoba Transportation and Infrastruct
