**ORGANIZATIONAL BACKGROUND**

The Mental Health Commission of Canada (MHCC) is a non-profit organization created to focus national attention on mental health issues and to work to improve the health and social outcomes of people living with mental illness.

The Commission is seen as a leader nationally and internationally in several areas. Building upon the work done to date, the core mandate, and the unique position of the Commission, and guided by Changing Directions Changing Lives: The Mental Health Strategy for Canada, the Commission will focus in the areas of, substance use, suicide prevention, population-based initiatives, and engagement. This prioritization will enable the Commission to be successful in meeting its mandate, staying focused, and having a measurable impact for those living with mental illness and their families and caregivers.

**POSITION OVERVIEW**

Reporting to the Manager, Health Providers and Structural Stigma, the Program Manager Level 2 will provide coordination, project management, strategic thinking, and policy and research expertise to files related to health-care workers, structural stigma and recovery-oriented practice. The Program Manager Level 2 will also work in collaboration with other MHCC departments.

This position is based in Ottawa, Ontario.

**DUTIES & RESPONSIBILITIES**
- Build and enhance relationships with relevant stakeholders and partners;
- Provide strategic analysis and policy advice to guide project implementation including recommended options to engage target audiences and determine how to best approach partnerships;
- Undertake research activities on key topic areas;
- Maintain a pulse on policy discussions, current events, public discourse, and on stakeholder activities, interest and progress on issues relating to assigned files and related topics;
- Review, analyze, and synthesize key reports and relevant literature;
- Develop reports, presentations, briefing notes, Requests for Proposals, and abstracts;
- Manage, plan, and facilitate meetings, conferences, roundtables, workshops events, and webinars in support of policy or topic areas;
- Take the lead on full cycle project management;
- Work constructively and liaise regularly with consultants, steering committees, and other project team members;
- Manage projects autonomously from beginning to end, with limited support;
- Support the project work of more junior team members and help prioritize their project work;
- Represent the MHCC at public functions, conferences or meetings as required;
- Present to groups of various sizes and different audiences;
- Assist with development of performance measurement indicators and assist with evaluation;
- Work proactively in collaboration with relevant MHCC departments (Communications, Stakeholder Relations);
- Assist with the maintenance of the MHCC’s corporate relationships with relevant stakeholders, policy makers, researchers, and community partners in the area of mental health;
- Provide budgeting and financial support to manage project deliverables;
- Act as a mentor to support the development of MHCC team members, and help develop a productive team environment among MHCC team members;
- Other duties as required.

**SKILLS AND EXPERIENCE**
- Superior interpersonal, oral and written communication skills, including comfort with public speaking;
- Excellent organizational, and research synthesis and analysis skills;
- Demonstrated skill in building collaborative and integrative working relationships and in working with people with diverse backgrounds and perspectives;
- Ability to influence others;
- Demonstrated experience to plan, manage and deliver complex projects;
- Experience in planning and executing events and webinars;
- Must be able to work independently, as well as with a team;
- The ability to learn quickly and get up to speed on complex, nuanced topics;
- Strong stakeholder relationship skills;
- Capacity to work well and be efficient in an unpredictable and rapidly changing environment
- Results oriented, creative, and possessing a high degree of initiative as well as the ability to work autonomously.

**QUALIFICATIONS**
- Bachelor’s degree in a related discipline (or equivalent combination of education and experience).
- 4-6 years’ experience overseeing projects at a national and regional level.
- Experience working with diverse stakeholders.
- Project management expertise, PMP certificate an asset.
- Specific knowledge of psychological health and safety and recovery-oriented principles is an asset.
