The Director – Retail & Small Business Credit Policy Adherence & Effectiveness, International Banking (IB) is accountable for the establishment of the new first line (1B) testing framework, methodology and operating model for retail lending products in International Banking. Responsibilities include direct oversight, management and control of the team located within Business Risk Management with presence in Toronto and regions in scope. This position oversees the review programs of retail & small business products in International Banking with a focus on: Detecting, analyzing, and providing information related to material control gaps that may impact the quality of business, and recommend corrective strategies that will enable sustainable business growth. Assessing adherence to regulatory obligations as described in policy and procedures. Ensuring policy or process enhancements/changes are recommended as required, with adequate documentation and action plan follow up as per Bank’s issue management policy[AG1.
Effectively utilizing technology, analytics and artificial intelligence to ensure effective and efficient coverage of portfolios across IB. The Director is expected to bring a significant level of consumer lending policy and process knowledge and expertise to identify both the causes of material trends and provide suggestions for improvement to policies and processes. This includes the assessment of material trends and potential risk exposure via effective and prompt analysis of funded products. The Director provides on-going support, competent guidance and direction to various internal stakeholders in Canada as well as the various IB countries and regions, and client support channels. The position is also responsible for process improvement, including the identification, project management, implementation, reporting, data & analytics and change management of initiatives which will improve the review and reporting provided to all stakeholders. This includes investigation/implementation of technology enhancements, automation process and artificial intelligence. Enhance the 1B testing program for Retail and Small Business Lending functions within International Banking which includes framework, methodology and operating model with a goal of instituting the following: Lead team of file reviewers that will assess adherence to policies and processes within the lending lifecycle: application & origination, underwriting & adjudication, funding & fulfillment, account management, and collections & forbearance, for the various delivery channels in IB to determine trends and/or specific areas of concern. Maintain a current awareness of operational issues facing the various delivery channels and circumstances specific to an area/region to identify opportunities to amend policy and processes to produce better results. Provide practical recommendations as to how root problems/concerns can be mitigated via lending controls, if appropriate. Incorporate findings from reviews conducted by either the regulators or any other third party reviewing lending files (e.g. mortgage insurers), ensuring that issues identified in their reviews are considered in follow-up reviews conducted by the 1B Business Risk Management (BRM) PAE Testing team. Ensure files reviews consider regulatory changes introduced by various government agencies or departments. Ensure file reviews consider regulatory requirements, including thresholds established by our regulators (i.e. Partner with other stakeholders within BRM, Product Teams and Global Risk Management (GRM) to ensure the program runs effectively. Inspire the team to have a technology enhancements, automation and artificial intelligence culture. Investigate and implement enhancements to the review process with a focus on automation, leading to better resources and time management. Implement data analytics and reporting to enable a holistic assessment of deficiencies, trends and opportunities Manage planning, timing, and execution of the BRM PAE Testing team’s process by: Enhance the IB BRM_Quality Assurance Retail Credit Handbook, clearly articulating the review requirements, including frequency of reviews and process for adhoc requests (including from the Business Lines) and make updates as required.
