Senior Manager, Budget

Senior Manager, Budget 1 – Permanent Position Reporting to the Executive Officer, the Senior Manager, Budget will be responsible for the effective leadership and management of budget planning and Ministry financial reporting functions for the Toronto District School District. The Senior Manager, Budget will: Participate in the development of the Board’s annual expenditure budget and assisting with departmental budgets, the determination of provincial grants and expenditure analysis. Liaise with the Ministry of Education on finance issues and participating in Ministry working groups related to financial reporting, as required. Provide overall leadership and direction to staff, including workforce planning, staffing, training and performance reviews. Meet with key senior departmental staff to identify changing operational priorities and new initiatives that will inform annual and multi-year forecasts. Coordinate the integration of changes to Public Sector Accounting Standards into the Board’s financial systems and reporting structures. Responsible for the effective management and leadership of staff, including recruitment, onboarding, training and development, and performance evaluation. Liaise with senior staff in Budget, Revenue, Financial Reporting and other departments to address budget matters and seek input into financial planning. Attend teacher staffing meetings as the Finance representative and provide financial and related teacher data. Identify and plan special projects related to program or financial matters. Lead projects to ensure their timely and appropriate completion and the preparation of concise, comprehensive reports. Collaborate with Accounting and Budget staff to establish procedures and processes for monthly and quarterly expenditure reporting, including variance analysis and related reports. Provide leadership in fostering equity and inclusiveness in the development and implementation of programs and services. University Degree in Commerce or Business Administration or related discipline and a professional accounting designation (CPA) with eight years of progressively responsible experience in school board finance or an equivalent combination of education and experience. Knowledge of business law, finance and accounting, human resources administration, public relations, customer service, information technology, project management and communications. Strong report writing skills. Training or experience in costing and data analysis. Proven ability in promoting equitable practices which value inclusiveness and diversity. Proficient computer skills, including databases, spreadsheets, financial management systems, word processing and e-mail.
