About the Project Cross Fraser Partnership (CFP) is a Bouygues Construction Canada Inc., Fomento de Construcciones y Contratas Canada Ltd., Pomerleau BC Inc. and Arcadis Canada Inc. general partnership that has been selected to collaboratively deliver a new, eight-lane immersed tube tunnel that will replace the existing George Massey Tunnel on Highway 99. The new tunnel will have three vehicle lanes and one dedicated transit lane in each direction, with a separated active transportation corridor for cyclists and pedestrians. Position Overview Cross Fraser Partnership is seeking a full-time Labour Relations Manager to lead the labour relations function for this landmark project. The role involves developing and implementing labour relations strategies, practices, and initiatives to promote a positive labour environment. Key responsibilities include managing union relationships, developing bargaining strategies, overseeing conflict resolution processes and legal proceedings, administering collective agreements, and providing expert consultation on sensitive labour relations matters. You will manage a team of specialized practitioners, ensuring compliance with policies, collective agreements, legislation, and jurisprudence. Key Responsibilities Support senior management by contributing labour relations expertise to project strategies and plans. Develop reports and presentations to inform management about labour relations achievements, initiative statuses, and emerging issues. Lead the labour relations function, guiding a team of specialized practitioners to implement effective strategies that promote a positive labour environment. Collaborate with other senior project leaders to integrate labour relations with overall project planning and delivery. Establish productive, collaborative relationships between management, employees, unions, and stakeholders, representing CFP's legal and business interests. Provide expert consultation on complex labour relations matters, including disciplinary actions and legal interpretations. Manage the development of bargaining strategies and proposals, playing a pivotal role on the project's bargaining committees. Guide bargaining processes, assess union proposals, and lead the development of CFP's proposals. Oversee conflict resolution processes and legal proceedings, including grievances, disputes, job action, mediation, arbitrations, and investigations. Negotiate resolutions and settlements, oversee documentation, and ensure implementation of legal decisions. Oversee administration of collective agreements, ensuring consistent interpretation and application of provisions and related legislation. Develop labour relations policies and processes to identify and mitigate risks and leverage emerging opportunities. Manage reporting staff, including selection, coaching, mentoring, development, performance management, and other people-management practices. Qualifications: Bachelor's degree in a relevant discipline. Chartered Professional in Human Resources (CPHR) designation preferred. Minimum 8 years' experience in human resources, with a strong emphasis on labour relations in large, complex, multi-union environments. Expert knowledge of labour relations concepts, theories, practices, and techniques, particularly conflict resolution and legal proceedings, collective bargaining, and collective agreement interpretation. Strong leadership skills and ability to manage a team of labour relations practitioners. Excellent relationship management, communication, negotiation, investigation, and conflict resolution skills.
