POSITION SUMMARY Reporting directly to the Director of Community Services, the Early Years Manager is accountable for providing leadership and strategic direction to assigned staff and programs in the areas of Early Years, including, but not limited to After School Program, Infant Child Development Program, and Family Programming. The Early Years Manager is responsible for all funding agency agreements including amendments and annual reports to ensure that WFN’s Early Years program and services are financially accountable. This position oversees department-related matters, training and development, program delivery and outcomes, financial revenues and expenditures, and ensures that departments and management are in alignment with the Westbank First Nation government strategic goals. EDUCATION / EXPERIENCE Diploma in Early Years Education and Development. An equivalent combination of education and experience may be considered. 5 years of demonstrated progressive experience within management roles. Must have experience in developing and implementing strategic plans. Must have experience in writing comprehensive reports on program deliverables and measurables. Must have experience in evaluating programs and analyzing data to make logical recommendations and resolutions. Demonstrated experience leading a team of professionals with ability to support and mentor when necessary. Previous experience in financial management and budget development. Previous experience working with Indigenous communities is considered an asset. Experience working with children and families an asset. Knowledge of child development, program planning and facilitation preferred. REQUIREMENTS TB screen is required annually/immunization records. Current driver’s license with acceptable drivers abstract and own transportation. Maintains a high level of confidentiality and uses discretion on all matters relating to the affairs of the Westbank First Nation. Acceptable criminal record check with Vulnerable Sector search to be obtained through the province. JOB DUTIES / RESPONSIBILITIES Performs all duties and responsibilities in accordance with the Westbank First Nation policies, standards, and procedures. Oversees program operations including the establishment of strategic and operational work plans, program goals, objectives, and success indicators. Oversees annual budgets and funding sources. Administers revenue and expenditures in accordance with the Finance Policy ensuring transparency and accountability. Provides required reports to Ministry of Children and Family Development (MCFD), and other funding agencies to ensure financial accountability and compliance of contracts and delivery of professional services. Provides guidance and supervision to Early Years staff. Writes proposals, and Memorandums of Understanding (MOUs) as required. Provides reports to the Director of Community Services and Chief and Council as required. Works with policy development team to develop and update policies and procedures associated with Early Years services and programming. Provides leadership to develop and build capacity of staff through delegation of responsibilities and regular feedback. Provides development opportunities and technical direction to the Early Years team. Maintains linkages with other Westbank First Nation community programs and services to create and support programs. Assists with recruiting, trains, and supervises Early Years staff; setting and monitoring performance objectives. Ensures licensing requirements are met for After School Program. Performs department gap analysis to accommodate WFN membership needs. Implements effective use of the WFN Community Plan and WFN Government Strategic Plan to continue to achieve the highest standard of programs and services. Maintains comprehensive department statistics and reports. Represents WFN at meetings, events, and activities where required; including Okanagan Nation Alliance (ONA), Ministry of Child & Family Development (MCFD), Early Years Table, as assigned. Engages in professional development related to the role. Maintains a high degree of confidentiality on all matters relating to the affairs of Westbank First Nation. Performs other duties and responsibilities as assigned by the Director of Community Services. KNOWLEDGE / SKILLS / ABILITIES Commitment to policies, standards, procedure, and code of ethics. Commitment to upholding values, culture, and standards of confidentiality. Ability to adapt and practice in a culturally safe manner. Proficient with computer software and other communication tools. Have a flexible schedule with availability to work evenings and weekends. Proven ability to communicate effectively with staff, co-workers, and management both written and verbally.
