Venor is partnering with the Physician Assessment Centre of Excellence (PACE) in the search for a Manager, Clinical Services. PACE is an innovative assessment centre and clinic created to help internationally trained physicians build their careers in Nova Scotia while providing much-needed primary care to patients. PACE offers a unique blend of orientation, hands-on assessment, and supervised clinical practice. This model not only supports physicians on their journey to independent licensure but also helps address the province’s access-to-care challenges – bringing skilled, compassionate physicians into communities sooner and strengthening the future of healthcare in Nova Scotia.The Manager, Clinical Services is responsible for ensuring the smooth, efficient, and high-quality delivery of all clinical and assessment services across two PACE locations. This role oversees clinic operations, staffing, scheduling, workflow design, quality assurance, and regulatory compliance. Working closely with clinical teams, assessors, administrative staff, and program leadership, the Manager ensures that PACE’s day-to-day operations align with its mission of delivering safe, equitable, patient-centered care while facilitating high-quality practice-ready assessments for internationally trained physicians.What you’ll be doingClinic OperationsManage the daily operations of two medical clinics that also function as physician assessment centres, identifying improvement opportunities, evaluating impacts, and recommending changes to enhance efficiency and patient flow.Champion EDIA (Equity, Diversity, Inclusion, and Accessibility) principles and embed them into all clinic operations.Implement onboarding processes for staff, assessors, and physician candidates.Contribute to the development of clinic policies, procedures, communication protocols, and patient-flow practices.Ensure compliance with PIPEDA, PHIA, and all relevant College of Physicians and Surgeons professional standards, including Infection Prevention and Control and Management of Medical Records.Ensure PACE facilities meet safety, operational, and regulatory standards, including future expansion requirements.Support the development and execution of Business Continuity Plans to ensure readiness for disruptions or emergencies.Oversee patient feedback and concerns, ensuring timely resolution.Plan, schedule, and conduct staff meetings to support communication, alignment, and engagement.Maintain adequate supplies of office materials, medical equipment, and vaccines.Scheduling and AdministrationHire, train, supervise, and evaluate clinical and administrative staff.Foster a culture of collaboration, accountability, and continuous quality improvement.Optimize staff, patient and consultant schedules—including physician assessors and candidates—to ensure effective coverage and efficient operations at both locations.Collaborate with program staff to ensure timely and appropriate assessment scheduling.Coordinate access to clinical spaces, ensuring optimal utilization and minimal downtime for patient care and assessments.Facility Management, Quality Improvement & Program EvaluationEnsure clinical operations meet regulatory standards and align with organizational goals and quality metrics.Lead quality improvement initiatives to enhance workflows, assessment accuracy, and patient satisfaction.Monitor patient panels to ensure target volumes are met and oversee shadow billing requirements aligned with the Longitudinal Family Medicine (LFM) model.Track program progress against milestones and deliverables, identifying risks and implementing corrective action as needed.Provide regular reports to senior leadership on program status, quality indicators, budget metrics, timelines, and operational risks.Support effective resource allocation and adherence to budget goals.Provide regular updates on financial performance, resource utilization, and operational needs, recommending adjustments as required.What we are looking forUndergraduate degree in a clinical field, health administration, or a related discipline.Minimum of 5 years’ experience in clinical operations or health service management, preferably in a primary care setting, including supervising multidisciplinary teams and managing clinic workflows (scheduling, staffing, and resource allocation).Experience working with culturally diverse communities and administering policies in regulated environments.Strong financial management and customer service skills.Excellent communication, relationship-building, organizational, and analytical skills, with high attention to detail and the ability to manage competing priorities in a dynamic environment.Proficiency with Microsoft Office Suite (Excel, Word, Outlook, Teams); experience with MedAccess is an asset.Understanding of licensure pathways for internationally trained physicians or familiarity with regulatory processes is considered an asset.Work ConditionsPrimary work location is at PACE’s Kearney Lake site, with regular time spent at the Halifax Shopping Centre location.Standard hours are Monday to Friday with occasional evening or weekend work as required to support operations.What’s in it for youImpact – Help shape clinical operations that directly improve healthcare access and support internationally trained physicians in Nova Scotia.Build Something New – Join a dynamic, evolving organization where you can influence processes, standards, and the future of a growing clinical program.Collaboration – Work with a mission-driven team that values your expertise, supports innovation, and recognizes your contributions.Equity, Diversity and Inclusion – At Venor and PACE, we embrace a culture of belonging in the workplace.
