Job Information Job Title: Senior Regulatory Analyst Job Requisition ID: 77019 Ministry: Affordability and Utilities Location: Calgary Full or Part-Time: Full Time Hours of Work: 36.25 hours per week Permanent/Temporary: Permanent Scope: Open Competition Closing Date: January 2 2026 Classification: Program Services 4 Salary: $3056.50 to $4006.62 bi‑weekly ($79,774 – $104,572/year) The Affordability division with the Ministry of Affordability and Utilities is responsible for leading and coordinating the government’s ongoing efforts to make everyday life more affordable for Albertans with a particular focus on the province’s utilities sector and electricity system. The Office of the Utilities Consumer Advocate (UCA) represents the interests of Alberta’s residential, farm and small‑business consumers of electricity and natural gas in Alberta by providing three key services: education, advocacy and mediation. Responsibilities Reporting to the Manager Regulatory Operations, the Senior Regulatory Analyst plays a critical role in advancing the UCA’s mandate to represent the interests of residential, farm and small‑business consumers. The role involves: Reviewing and analyzing complex regulatory applications before the Alberta Utilities Commission (AUC) to identify material issues affecting residential, farm and small‑business consumers. Conducting economic and technical research on complex issues relevant to AUC regulatory proceedings and assisting in the preparation of the UCA’s policy positions and technical evidence for utility applications. Collaborating extensively with external consultants, subject‑matter experts and legal counsel, and frequently working with other interveners in AUC utilities proceedings. Representing residential, small‑business and farm energy consumers in Alberta Utilities Commission (AUC) and related regulatory proceedings. Building relationships with stakeholders across government, utilities and consumer organizations. Analyzing data and developing financial models to evaluate utility performance and market innovation. Contributing to strategic planning, policy development and departmental initiatives. Qualifications University degree in economics, law, business, finance, engineering, public administration or related education with a minimum of four (4) years related experience in energy utility or other regulated industry. Equivalency: Directly related education or experience may be considered on the basis of: 1 year of education for 1 year of experience; or 1 year of experience for 1 year of education. Required Experience: Knowledge and understanding of legislation, regulations, programs, policies and practice. Knowledge of economic theory, finance and analysis and the ability to apply economic principles in conducting economic analysis. Knowledge of research methodology and analysis. Experience with statistical analysis, report writing and delivering presentations. Assets: Graduate degree. Experience in preparation of argument and evidence in regulatory proceedings. Work Hours & Compensation Hours of Work: 36.25 hours per week, Monday to Friday 8:15 am – 4:30 pm. Salary: $3056.50 to $4006.62 bi‑weekly ($79,774 – $104,572 per year).
