Summary of Duties Reporting to a Paramedic Deputy Chief or Executive Manager, the Manager/Commander is responsible for direct supervision of paramedic service supervisors/superintendents, support staff, and indirect supervision of paramedics. They manage investigations, ensure regulatory compliance, and oversee delivery of paramedic services across all program areas. The specific program area positions are interchangeable and intended for rotation to enhance knowledge, skills, and succession planning. General Duties Primary responsibilities vary by program area: Operations: Manage/oversee support programs including emergency response, health care, transport medicine, offload nursing, staff scheduling, MOH CACC oversight, vehicle/station maintenance, health & safety, hiring of superintendents, training, and attendance management. Quality Improvement & Regulatory Affairs (QIRA): Oversee educational programs, staff development, return-to-work, wellness, professional standards, quality review, investigative management, continuous improvement initiatives, data analytics, base hospital coordination, public relations, and communications. Mobile Integrated Health (MIH): Oversee community paramedicine, virtual triage, nurse-led outreach, mobile immunization/testing, staff scheduling, MOH CACC oversight, vehicle/station maintenance, health & safety, hiring and training of MIH superintendents. Additional responsibilities include managing service operations, ensuring regulatory compliance, reporting to provincial and regional governments, representing the service in legal matters, developing policies and procedures, maintaining cost-efficient service delivery, leading staff performance, and fostering effective communication with stakeholders. Major Responsibilities Operations Operational resources, staffing, deployment, and future planning. Hospital offload delays and logistical issues involving equipment, vehicles, and facilities. Emergency preparedness and contingency plans. Serve as incident commander during major public events and manage media and public communications. Resolve labour relations matters, engage in public relations, and maintain liaison with agencies and residents. Maintain paramedic certification and perform required duties in emergencies. Ensure staffing levels meet standards. Quality Improvement & Regulatory Affairs Recruitment, orientation, and retention strategies. Clinical education and professional development. Program development and media relations. Employee health and wellness. Lead quality reviews, incident analysis, and performance management. Strengthen teamwork, performance appraisals, and morale. Ensure compliance with MOH and Base Hospital standards. Mobile Integrated Health (MIH) Oversee MIH programs within financial parameters. Develop new MIH activities to reduce 9‑1‑1 responses. Ensure quality of care meets program requirements. Collaborate with community partners and provide advice to leadership. Participate in committees related to MIH activities. Ensure staff compliance with health and safety legislation. Qualifications University degree or equivalent in Health Care Provider with progressive management experience, preferably in Emergency Health Services. Progressive management experience, ideally in paramedic services and a unionized environment. Valid Class "F" Driver's License. Ability to motivate staff and foster teamwork. Knowledge of applicable acts, regulations, and standards in Ontario. Understanding of integrated health systems and alternative care pathways. Proficiency in time management, interpersonal skills, negotiation, communication, analysis, conflict resolution, and emergency systems. Strong leadership and decision‑making skills, ability to work independently. Computer literacy in a Windows environment using Microsoft Office. Experience with budget process and control. Will be required to work shifts and on‑call rotation. Salary Salary Grade 8D. Hours 42 hours per week. Notes Criminal Reference Check (Vulnerable Sector Screening) required at own expense before starting work. A written or practical test may be required as part of the selection process. The 42‑hour work week includes a 24/7 shift cycle or 5/8.4 cycle, as assigned. The incumbent shall comply with all health and safety policies and practices for this position and workplace.
