The Manager, Parking Services oversees the full parking operation for all campus locations, ensuring a safe, orderly, and equitable parking environment. You will lead a dedicated team, advance the use of modern enforcement and permitting technologies, resolve complex customer matters, and collaborate across the institution to support effective mobility planning. This role is ideal for someone who thrives in a dynamic, people-focused environment where operational excellence, fairness, and community service intersect. Nature of work The Manager, Parking Services reports to the Director of Ancillary Services and oversees a busy operational environment that includes parking operations, enforcement activities, and staff supervision across multiple campus locations. The role combines office work with outdoor responsibilities such as site visits, patrols in all weather, and the use of equipment including enforcement vehicles and LPR technology. The position involves frequent interaction with community members, including situations that may be tense or confrontational, requiring sound judgment and strong communication skills. While hazards are limited, the role does involve risks associated with vehicle operation, outdoor conditions, and active parking areas where safety awareness is essential. Responsibilities / Accountabilities Oversees daily parking operations and enforcement activities to ensure the safe, fair, and efficient use of campus parking resources. Supervises parking services and enforcement staff, including hiring, training, scheduling, performance management, and fostering a customer-focused team culture. Leads the consistent application of parking regulations and relevant municipal by-laws, and adjudicates complex customer issues, complaints, and appeals. Manages operational systems and technologies such as LPR, permitting software, handheld devices, and pay stations to support accurate enforcement and service delivery. Develops and recommends parking policies, procedures, and operational improvements, ensuring alignment with university and college requirements, legislation, and best practices. Analyzes data, usage trends, and financial metrics to inform decisions on staffing, space allocation, budgeting, and long-range planning. Collaborates with internal partners—including Security, Facilities, Finance, and Durham College stakeholders—and represents the department in external interactions with community members, vendors, and regulatory bodies. Customer service excellence in high-pressure or emotionally charged situations. Ability to troubleshoot minor mechanical or software issues (an asset). Required Education Completion of a three-year post-secondary program. G-class driver’s license with a clean annual abstract. Preferred certifications include CCFPM, PMC, CIM, PTMP, or PMP. An equivalent combination of education and related experience may be considered. * Verification of Academic credentials may be required. Required Experience 5–7 years of relevant experience in parking operations, enforcement, transportation services, mobility management, or a related field.
