The Building Great Neighbourhoods Infrastructure Delivery section is looking for a talented team-oriented Engineering Program Manager to lead and be involved in managing the delivery of a program of Neighbourhood infrastructure projects including Alley Renewal, Neighbourhood Renewal and Neighbourhood Rehabilitation. BGN projects encompass many types of infrastructure including road, sidewalk, utilities, trails, bike routes, busways, parking lots, playgrounds, park improvements and community led open space projects. As the Engineering Program Manager, your primary objective is to lead and manage a small team of Project Managers in delivering a program of projects. The Engineering Program Manager is a key member of the section leadership team and plays a significant role in guiding the Branch towards successfully fulfilling their mandate within the Integrated Infrastructure Services Department. What will you do? Lead the planning, budgeting, administration, and assignment of projects within the program, maximizing internal resource utilization Develop and implement unit processes, tracking performance measures to ensure successful project delivery Adhere to Project Management methodology and policies, and manage, track, and report project and program progress, including Council reporting Manage program budgets, outcomes, and provide support in pursuing appropriate funding sources and approvals Coordinate requirements with business partners, stakeholders, and project teams; and maintain strategic relationships across the IIS Department and with external partners Monitor and manage program risks and support Project Managers in resolving issues with appropriate escalation Apply a systems-thinking approach to manage multiple concurrent projects efficiently Lead, establish, and exemplify the desired culture, and ensure staff are held accountable to corporate and departmental values Mentor and coach staff, including EITs and Project Managers, to foster continuous improvement and development Ensure Project Managers are empowered and equipped with the necessary competencies, tools, and equipment Provide engineering leadership for program success, offering expert technical input, and reviewing/approving consultants' planning and design work Translate section strategy into operational processes, contribute to the continuous improvement of project management practices, and ensure compliance with policies Bachelor's Degree in Engineering from a recognized institute Minimum of 7 years experience in engineering/project management Must be a Professional Engineer (P.Eng.) with APEGA, in good standing. Applicants in a different Canadian jurisdiction eligible for Inter-Provincial Mobility (IPMA) with APEGA may be considered. Registration with APEGA must be obtained prior to commencement of employment Skills required for success Comprehensive understanding of construction processes (civil, structural, electrical, and landscaping) and working knowledge of relevant codes, legislation, and policies (OH&S, Environmental, Builders Lien Act, etc.) Excellent program/project management skills, including familiarity with PMBOK best practices, proven planning, organizational, and problem-solving abilities, and robust contract management experience Demonstrated experience leading Project Managers, multi-disciplinary teams, and external consultants, with an ability and willingness to delegate and empower others Proficient verbal and written communication, conflict resolution, and negotiation skills, coupled with experience developing strategic relationships and implementing public engagement plans Alignment to our Cultural Commitments and Leadership Competencies https://bit.ly/4brRrXm Embracing a culture of equity, diversity, reconciliation, and inclusion Conditions of Employment (Applicants may be tested) Up to: 1 temporary full-time position for up to 14 months Hours of work: 36.9 hours per week, Monday - Friday Salary Range: $112,669 - $140,836 (Annually) This position may be eligible for a hybrid work arrangement with the flexibility to work from both home and the worksite This position is eligible for the EDO program (Earned Day Off) Valid Alberta Class 5 driver’s license (or provincial equivalent) The role may necessitate the use of personal transportation to be reimbursed in accordance with the City of Edmonton policy.
