Overview Job Title: Team Lead, Budget AnalystLocation: EdmontonMinistry: Environment and Protected AreasHours: 36.25 per weekStatus: Full Time, Ongoing/Permanent Classification: Budget Officer 3Salary: bi-weekly $3,697.91 to $4,872.80 (approx. $96,515 - $127,180/year)Closing Date: January 23, 2026 The Alberta Public Service (APS) is delivering financial services through a One Finance approach, providing strategic decision-making support and ongoing engagement with policy and program areas. The role supports this approach by leading a team of budget analysts in financial planning for the Ministry of Environment and Protected Areas (EPA). Role Responsibilities Reporting to the Director, Financial Planning, this position leads a team of budget analysts in financial planning for EPA, including monthly forecasts, financial plan documents (Budget, Estimates, Targets, etc.), Quarterly Financial Updates, Legislative Committee briefings, revenue and cash flow updates, and Treasury Board ad hoc requests. The Team Lead assists in developing and maintaining a comprehensive, timely, high-quality financial resource requirement process and supports divisional staff with budget interpretation and planning questions. The role represents the Ministry on cross-government committees to improve financial and budget practices and may act for the Manager, Financial Planning in their absence. Responsibilities Include, But Are Not Limited To Assist in developing and implementing operational aspects of financial updates and legislative committee briefings. Develop operational and strategic advice provided to the Director, SFO and Executive Team through analysis of documents, issues, and processes. Explain the impact of financial updates and briefings, including resource allocation decisions and contingency plans. Assist in developing supplemental funding requests and submissions to Treasury Boards. Review formal Treasury Board documents for operational and capital planning; propose improvements to the Director. Review and reconcile financial planning results within the Financial System and maintain control values and continuity schedules for budget accuracy. Maintain the budgeting/forecasting calendar and communicate results to program branches. Support annual updates to the Ministry’s strategic planning processes in relation to Treasury Board changes. Qualifications Required: Four-year university degree in Business, Finance, Accounting, Commerce or Management plus four years of related experience. Equivalency: an equivalent combination of education and experience, including completion of a recognized applied accounting degree or diploma. Assets Knowledge of budgeting, financial forecasting, costing theories, techniques and processes Experience in preparing and overseeing complex budget and forecast submissions within a large organization Experience preparing briefing materials translating financial data for decision makers Advanced Microsoft Office skills (Word, Outlook, Excel, PowerPoint) Experience with financial information systems and reporting tools (e.g., Excel, Power BI, ERP/SAP) and data manipulation Experience with data management software or languages (BI tools, SQL, VBA, Python, Tableau, Power BI) Canadian professional accounting designation (CPA or legacy) or equivalent Experience in public sector financial planning within Federal, Provincial, or Municipal settings in the last five years Knowledge of government financial legislation, regulations and policies Knowledge of budgeting and financial administration legislation and directives (GAAP, PSAB, Financial Administration Act, etc.) Experience using FATS and 1GX Note: A cover letter must accompany your application and should align your experience with the required qualifications and competencies.
