Reporting to the Director of Federal Contributions and Relations, the Federal Funding Analyst is responsible for the financial analysis, review, and management of federal contribution agreements for capital projects. This role monitors project expenditures to ensure that cost‑sharing arrangements are adhered to, and projects operate within their approved budgetary restrictions. The analyst collaborates with internal teams to troubleshoot and resolve issues when necessary and works with federal counterparts to submit ongoing expenditure claims for capital projects funded under these agreements. Operating within a legislative and policy framework, the position ensures compliance with the Government of Nunavut (GN) Act, regulations, policies and procedures, including Generally Accepted Accounting Principles (GAAP), the Financial Administration Act (FAA), the Financial Administration Manual (FAM), Contract Regulations, Public Service Act, Public Service Regulations, the Human Resource Manual, and various GN policies. The role adheres to professional standards set by the Public Sector Accounting Board (PSAB), ensuring that all financial activities align with best practices and government requirements. Key Responsibilities Managing and analyzing over $1 billion in federal contribution agreements and ensuring the effective and compliant use of funds allocated for capital projects. Collaborating with various internal teams, including financial colleagues, engineers, and project managers to resolve financial discrepancies. Assisting in preparing year‑end reports required by federal funding agencies, ensuring accuracy and compliance. Supporting the Director with data collection and analysis for annual audits, adhering to regulatory standards. Utilizing financial data to inform submissions to the Financial Management Board for guidance on capital project decisions. Ensuring timely and accurate submission of expenditure claims to federal counterparts for reimbursement. Ensuring alignment with legislative, regulatory, and policy frameworks, including GAAP and PSAB standards. Qualifications The knowledge, skills, and abilities required for this job are usually obtained through: An undergraduate degree from a recognized institution in Business Administration/Commerce, Finance/Accounting or a related field. Minimum of three (3) years of relevant experience in financial analysis, budgeting, or accounting, preferably within a public sector or government environment. Completion of a recognized professional accounting designation (CPA) is an asset. Official Languages The Official Languages of Nunavut are Inuktut, English and French. Applicants may submit their resume in any of the official languages of Nunavut. Fluency in more than one of Nunavut’s official languages would be considered an asset. Knowledge of Inuit communities, culture, land, Inuit Qaujimajatuqangit, Inuktut and experience working in a northern cross‑cultural environment are also considered assets. Acceptable combinations of education and experience may be considered for this position.
