Summary of Duties Reporting to the Manager of Waste Policy and Planning, the Project Manager provides leadership to the Waste Management Community Outreach team focused on delivering education programs to drive increased performance of Hamilton’s waste management system. The role develops and implements a comprehensive community outreach program to educate and promote Waste Management programs and services to residents and businesses of the City of Hamilton. General Duties Develop and implement public education campaigns related to Waste Management priorities including waste set‑out rules, waste reduction and diversion goals, and waste collection safety. Oversee Waste Management social media public education. Lead the development of Waste Management educational material such as the annual waste guides for both single‑family and multi‑residential homes, postcards, door hangers, posters, etc. Research, write and/or edit reports and communication updates for City Council, fact sheets and other internal and external correspondence. Prepare procurement documents such as Requests for Quotations and Requests for Tenders including specifications and terms of reference. Provide day‑to‑day leadership, coaching, motivation and direction to direct reports, staff/contractors/consultants, including scheduling, coordination, supervision and guidance as appropriate. Develop and empower staff through delegation of responsibilities and accountabilities, regular coaching and feedback, performance appraisals and by providing development opportunities and technical direction. Interpret and ensure compliance with municipal and departmental policies and procedures such as Attendance Management, Corporate Culture and specific By‑laws. Work in accordance with Health and Safety legislation and all City of Hamilton corporate and departmental policies related to Occupational Health and Safety. Develop, implement and evaluate area work plans, reporting on the team’s program, financial and staff performance against internal and external benchmarks. Design and implement strategies to improve the effectiveness and efficiency of meeting community needs, based on industry trends, research, demographics and trends. Perform performance management of staff including supervision, interviewing, hiring, orientation, training, scheduling, disciplining, performance evaluations and confidential matters. Provide input into the preparation of both capital and operating annual budgets for the area of responsibility; monitor the allocated operating and capital budget to ensure financial diligence. Develop and clearly communicate operational and administrative expectations for staff. Respond to complaints and inquiries in a timely and professional manner by investigating, evaluating and implementing solutions, preparing written reports to residents and members of City Council. Stay informed of amendments to legislation related to work and industry trends. Approve the purchase of materials and supplies within budget guidelines and within the approved authorized limits. Establish and maintain an effective network of communication between management and direct reports, various public/private sector agencies, user groups, constituents, City departments and other levels of government. Ensure all staff receives adequate and pertinent safety and technical training so work is performed safely and productively. Serve on various internal and external committees. Perform such other duties as may be assigned, directly related to the normal job function. Qualifications Proven knowledge of the theories and practices of communications and marketing, usually acquired by obtaining a diploma or a degree in Public Relations, Communications, Marketing, Special Event Planning or a related discipline, or a combination of related education and relevant work experience. Excellent public relations, report writing, presentation skills and ability to lead and participate on diverse teams. Experience in designing and delivering customer‑focused programs and services. Previous supervisory experience an asset. Competent administrative and budgeting ability. Proven record of leadership and guidance, technical competence, customer focus, innovation and creativity, team advocacy, delegation and empowerment, and commitment to results. Strong project management and organisational skills gained through extensive practical experience. Experience in a computerized environment; working knowledge of Word, Excel, Outlook; experience using database and desktop publishing software an asset; working knowledge of hamilton.ca beneficial. Priority will be given to previous experience related to communications/marketing and/or waste industry. Valid Class “G” driver’s licence; must be able to work fluctuating hours while supporting the operating program. Additional Information Salary Grade 5. Hours: 35 per week. Must possess and maintain a valid Class "G" driver’s license in Ontario and a point‑free driving record or record satisfactory to the City of Hamilton.
