What You Will Do Develops, implements, and evaluates goals and objectives for the Safety, Occupational Hygiene, Violence Prevention, and Musculoskeletal Injury Prevention programs in alignment with the strategic goals and objective of Providence Health Care (PHC). Develops and administers the implementation of safety and prevention programs, initiatives and services aimed at promoting a proactively healthy and safe environment for staff, volunteers, physicians, visitors and patients/residents while ensuring compliance with and interpreting legislation, organizational policies and standards, collective agreements and other legal obligations of PHC to ensure consistent and accurate application/administration. Oversees the Safety & Hygiene, Violence Prevention, and MSIP teams and leads the development and implementation of PHC safety policies, programs and services and develops effective employee event reporting systems. Manages the interface between PHC, WorkSafe BC, Doctors of BC, Radiation Safety Board, Occupational Health & Safety Agency for Healthcare in BC and represents PHC. Oversees and/or develops injury prevention programs, education and orientation programs; and monitors key indicators and reports to management. Develops strategies for communicating and promoting health and safety issues and initiatives. Represents PHC on related industry committees such as the OHS Strategies & Oversight Committee. What You Bring Bachelor's Degree in a health sciences discipline, business or education, with a diploma in Occupational Health & Safety. Seven (7) to ten (10) years' progressive experience in a large multi-union organization related experience in the administration of all relevant provincial and federal health and safety legislation and regulations, and the effective handling of accident/incident investigations and disputes or an equivalent combination of education, training and experience. Canadian Registered Safety Professional (CRSP) designation or equivalent. Skills and Abilities Demonstrated knowledge of applicable legislation and regulations and their application to safety matters as well as demonstrated ability in legislative interpretation and an understanding of conflict resolution techniques. Demonstrated ability to lead the preparation and presentation of third party investigations and reports for internal and external hearings or investigations. In‑depth technical expertise and interpersonal skills to facilitate extensive consultations and liaison with management, employees, union representatives and with external legislative agencies from a safety perspective. Effective analytical and problem‑solving skills and abilities to outline recommendations to Leaders and outside agencies. Demonstrated communication skills and the ability to understand and effectively communicate with others at all levels of the organization, and with external agencies. Demonstrated ability to set and maintain priorities, work under pressure and be “results” oriented. Demonstrated ability to strategize and work persuasively and effectively with various stakeholders to achieve desired outcomes. Demonstrated ability to administer incident tracking systems and coordinate interfaces with external agencies such as WorkSafe BC. Demonstrated ability to initiate changes in policies, practices and behaviors in the workplace where there is potential resistance, conflicting expectations and controversy. Proven ability to effectively manage in a large and diverse environment. Demonstrated commitment to change and process management. Demonstrated project management abilities and the ability to plan, facilitate, manage and implement initiatives. Computer skill necessary to understand and use human resources information systems and operate work processing, spreadsheet and database technology. Your Day to Day Develops, implements, and evaluates Safety & Prevention goals, programs, and policies to ensure alignment with PHC’s strategic direction, legislative requirements, and collective agreements. Conducts analysis of current and emerging safety needs, forecasts risks, and develops strategies, priorities and recommendations in collaboration with HR leaders and partners. Provides leadership, coaching and mentorship to Safety & Prevention teams, fostering teamwork, professional growth, high‑quality service delivery, and alignment with PHC values. Ensures organizational compliance with WorkSafeBC and other regulatory requirements by developing policies, monitoring program effectiveness, and reporting on non‑compliance with recommendations for corrective action. Builds and maintains collaborative relationships with internal partners, unions, regional health authorities, and external agencies; negotiates agreements, contracts and resolutions on complex safety matters. Supports the Director in setting and executing Safety & Prevention strategies, translating organizational priorities into operational plans and making decisions with broad organizational impact. Oversees union relations related to health and safety, including Joint Occupational Health & Safety Committee processes, training and proactive prevention initiatives. Manages recruitment, performance expectations, coaching, performance reviews and corrective action for Safety & Prevention team members. Leads investigations of workplace accidents, incidents and illnesses ensuring thorough research, analysis and resolution in collaboration with unions and external agencies. Establishes and maintains incident tracking systems ensuring accurate data audits, reporting and distribution to relevant stakeholders. Leads or supports the development and delivery of safety orientation, training and education programs to ensure regulatory compliance and meet the needs of staff, students and physicians. Prepares reports, monitors changes in OH&S legislation, manages safety‑related communications, develops budgets, represents PHC to regulatory agencies and performs other related duties as required.
