Responsibilities Provides direction in the development, implementation, and operation of BCRTC and West Coast Express (WCE) emergency management systems and initiatives to mitigate, prevent, prepare for, respond to, and recover from major emergencies and disasters. Liaises with regulatory agencies and assists the Manager in emergency management strategy and program development and implementation. Key Accountabilities Develops and implements standards, practices, policies, and processes for emergency management at BCRTC, including necessary controls to identify and mitigate risks, report critical issues, and recommend actions. Supports the Manager in providing regular updates on emergency management initiatives to ESLT and Board members. Leads the development of BCRTC’s Business Continuity program with support from the Business Continuity Advisor. Leads or supports the completion of emergency management and business continuity assessments and plans for BCRTC business units, including risk assessments, threat analyses, tabletop exercises/drills, and plan development. Facilitates timely identification, escalation, resolution, and follow‑up of outstanding issues; manages compilation, assessment, and reporting of related data analytics; provides training to BCRTC stakeholders on emergency management approaches and standards. Leads or supports emergency response related to high‑profile incidents, including labour disruptions and major disasters for both BCRTC and the TransLink Enterprise. Participates in the activation and operation of the BCRTC Emergency Operation Centre and the Enterprise Emergency Coordination Centre. Investigates emergency incidents to identify root causes and recommends solutions to prevent recurrence; coordinates an organizational inventory of emergency supplies. Participates in various internal committees and work groups, offering emergency management perspective to planning activities and initiatives; provides specialized advice to executives, directors, managers, and supervisors. Liaises with government, emergency services, and other external agencies to ensure BCRTC and WCE are effective participants in regional emergency responses. Actively facilitates a coordinated response with external services during major emergencies or business disruptions. Keeps abreast of industry best practices and trends related to security and emergency management. Supports the Manager in management of departmental expenditures and preparation of the departmental budget. Manages, coaches, and provides guidance to team members as assigned. Qualifications Education: University degree in a related discipline and 5 years of progressive experience in an emergency management role, preferably in a public transportation environment; or an equivalent combination of education and experience may be considered. Solid knowledge of the concepts, principles, practices, and techniques pertaining to emergency management, business continuity, and safety. Solid knowledge of existing major emergency response procedures and stakeholders in Metro Vancouver. Strong communication and interpersonal skills to liaise effectively with leaders and staff across the enterprise and with external stakeholders. Strong planning and organizational skills to plan, develop, and implement multiple projects or programs and to support both BCRTC/WCE and enterprise‑wide efforts. Problem‑solving skills with advanced analytical skills to identify innovative approaches and recommend solutions to mitigate risks; excellent prioritizing, organizing, and time management skills. Solid working knowledge of standard office software, including word processing, spreadsheets, presentations, and web‑based systems. Willingness to work outside of shift hours if needed to accommodate emergency responses, training, and other needs. Additional Information Work schedule: 37.5 hours per week on a resident, predominantly on site. Salary range: $82,400 - $123,600 per annum, based on education, experience, skills, and qualifications.
