Responsibilities
PRIMARY PURPOSE
Provides direction in the development, implementation, and operation of BCRTC and West Coast Express (WCE) emergency management systems and initiatives to mitigate, prevent, prepare for, respond to, and recover from major emergencies and disasters. Liaises with regulatory agencies and assists the Manager in emergency management strategy and program development and implementation.
Key Accountabilities
Develops and implements standards, practices, policies, and processes for emergency management at BCRTC, including necessary controls to identify and mitigate risks, report critical issues, and recommend actions to the Manager. Supports the Manager in providing regular updates on emergency management initiatives to ESLT and Board members.
Leads the development of BCRTC's Business Continuity program with support from and in collaboration with the Business Continuity Advisor.
Leads or supports the completion of emergency management and business continuity assessments and plans for BCRTC business units, including risk assessments, threat analyses, tabletop exercises / drills, and plan development. Facilitates timely identification, escalation, resolution, and follow-up of outstanding issues. Manages compilation, assessment, and reporting of related data analytics. Provides training to BCRTC stakeholders on emergency management approaches and standards.
Leads or supports emergency response related to high-profile incidents, including labour disruptions and major disasters for both BCRTC and the TransLink Enterprise. Participates in the activation and operation of the BCRTC Emergency Operation Centre and the Enterprise Emergency Coordination Centre. Investigates emergency incidents in order to identify root causes and recommends solutions to prevent recurrence. Coordinates an organizational inventory of emergency supplies.
Participates in various internal committees and work groups, offering emergency management perspective to planning activities and initiatives. Provides specialized advice to executives, directors, managers, and supervisors on matters relating to emergency management.
Liaises with government, emergency services, and other external agencies to ensure BCRTC and WCE are effective participants in regional emergency responses. Actively facilitates a coordinated response with external services during major emergencies or business disruptions.
Keeps abreast of industry best practices and trends relating to security and emergency management.
Supports the Manager in management of departmental expenditures and preparation of the departmental budget.
Manages, coaches, provides guidance to team members as assigned.
Qualifications
EDUCATION AND EXPERIENCE:
The competencies of this position would be acquired through completion of a university degree in a related discipline, plus 5 (five) years of progressive experience in an emergency management role, preferably in a public transportation environment. An equivalent combination of education and experience may be considered.
Other Requirements
Solid knowledge of the concepts, principles, practices, and techniques pertaining to emergency management, business continuity, and safety.
Solid knowledge of existing major emergency response procedures and stakeholders in Metro Vancouver.
Strong communication and interpersonal skills to be able to liaise effectively with leaders and staff across the enterprise and with external stakeholders.
Strong planning and organizational skills to plan, develop, and implement multiple projects or programs and to support both BCRTC/WCE and Enterprise-wide efforts relating to emergency management.
Solid problem-solving skills with advanced analytical skills to identify innovative approaches and recommend solutions to mitigate risks. Excellent prioritizing, organizing and time management skills.
Solid working knowledge of standard office software, including word processing, spreadsheets, presentations, and web-based systems.
Willingness to work outside of shift hours if needed to accommodate for any emergency responses, training and other needs.

Recruitment Process: An applicant will be required to demonstrate their suitability for this position by meeting the minimum level of qualifications and experience in order to be invited into the selection process. A standard interview format will be used including general, scenario and behavioural descriptive interview questions.

Rate of Pay
The salary for this position ranges from $82,400 - $123,600 per annum. Actual salary offered will be based on education, experience, skills, and qualifications as they relate to the role.
