On behalf of our public sector client, Affinity is looking for a Program Manager to be responsible for overseeing program governance, planning, and execution. Leads teams to ensure standards are met, manages communication plans, status reporting, and prioritization of projects. Coordinates schedules, resources, budgets, and change requests while tracking risks, actions, and decisions. Ensures smooth operational handoffs and captures lessons learned for continuous improvement. Responsibilities: Defines the purpose of the program Explains governance structure Leadership Provides mentoring to ensure standards are followed Ensures consistency of information across projects Builds a capable team to meet demand Statement of Work Specifies resources required for the project Aligns with established standards Communication Plan(s) Defines roles and responsibilities of participants Covers review, approval, and dissemination of information Applies to key processes, events, and documents Status Reports Prepared according to the Communication Plan Priority of Products and Projects Identifies important products and projects Works with stakeholders to establish priorities based on requirements Activities, Schedule & Resources Provides program plan, timeline, or schedule Guides execution and control Reflects resource assignments, costs, and scope Change Requests Documents changes to scope, schedule, or costs Risk, Action, Issues and Decision (RAID) Tracking Log Registers risks, actions, issues, and decisions Includes probability, impact, counter-measures, and ownership Financial Budget Plan Details expenses for program, products, and projects Identifies successful processes and actions Highlights problematic issues and improvement needs Proposes measures for future improvement Operational Hand Off Documentation Qualifications: A minimum of seven (7) years of experience directly related to IT program management in a development environment; A minimum of seven (7) years of experience managing digital government and/or citizen-facing digital service delivery within government organizations; Demonstrated experience managing digital Identity delivery within government organizations; Experience managing multiple projects from multiple departments, simultaneously; Experience with change management and communications at a government enterprise-level; Demonstrated ability to work in a dynamic environment, establish priorities, and meet tight deadlines; and Excellent verbal and written communication and presentation skills and the ability to engage and influence a diverse range of individuals and groups including, executives, clinicians, technical teams, managers, and subject matter experts. Experience in the following is considered an asset: Extensive experience in a leadership role overseeing the implementation, customization and configuration digital government platforms/portals; Executive-level communication, including with CEOs, Deputy Ministers and elected officials.
