Reporting to the Associate Vice-President (AVP), Human Resources, the Executive Director, HR Services leads several operational aspects of Human Resources, including HR Services, Immigration Consulting, Compensation & Classification and Training & Development initiatives. As supported by the Executive Director, the HR Services team (HR Consultants & HR Recruitment Advisors) also provides recruitment support and assistance, compensation services and supports client departments in areas of performance management, disability management, staff development, classification reviews and organizational change. The Director also takes the lead with respect to the University’s training and development initiatives.

This position is a member of the HR Leadership team, which works collaboratively to design and implement departmental strategies and initiatives that align with the University’s Strategic Directions and mission.

Key Responsibilities for the role:

Management & Employee Consulting Services
  • Advise, support, and influence various levels of Management regarding all aspects of human resource services. Outline all potential implications as a result of actions taken.
  • Provide information and advice regarding the development and implementation of sound performance management practices.
  • Support leaders with departmental organizational design/restructuring and how that would impact on department needs.
  • Consult, advise and provide strategies for administering disciplinary processes.
  • Full cycle recruitment & selection which may include participation in Senior Executive and Dean/Associate Dean search committees as the Human Resources representative.
  • Provide guidance for the UW on Classification and Compensation services. This will include providing full cycle compensation advice, analysis, and implementation of the UW compensation strategy. In addition, provide classification services for all support staff positions.
  • Inform HR leadership team regarding issues having an impact on administration of the Collective Agreement or the collective bargaining process.
  • Provide support and advice to Management with respect to position discontinuance of unionized and excluded employees.
  • May conduct investigations on various labour relations/employee relations matters.
Management of HR Services team
  • Set the strategic direction of the HR Services team; meet with team annually to set team goals/objectives to ensure best HR Practices and execution of team goals and deliverables.
  • Manage the overall delivery of Management and Employee Consulting services by team members including the HR Consultants, HR Recruitment Advisors, Compensation Specialist & Immigration Consultant. Provide direction and guidance regarding more complex Human Resources matters.
  • Ensure services are delivered within an acceptable period and adhere to professional standards.
  • Coach, mentor, develop, and evaluate members of the HR Services team.
  • Participate as a member of the HR leadership team, contributing to HR strategic planning, budgets, recommending changes and attending Direct Report meetings.
Coordination of University Training & Development
  • In consultation with University leadership, identify orientation and onboarding needs as well as role-specific training and development needs.
  • Coordinate the implementation of appropriate training and development programs to meet identified needs, ensure compliance with legislation and University policy and procedures, and support consistent practices across campus.
  • Update training and development programs as required; monitor training and development programs to ensure participation as required.
Performance Evaluation Process
  • Develop and maintain performance evaluation programs that fairly and equitably evaluate the performance of both unionized and excluded employees.
  • Monitor trends in performance evaluation and provide leadership to the HR team when approaches to performance evaluation change.
  • In collaboration with the HRIS team, ensure that performance reviews are being completed per schedules outlined in both collective agreements and University policy.
Other
  • In conjunction with AVP, Human Resources and Institutional Analysis, participate in the development and ongoing review of Human Resources policies.
  • Remain current on human resource issues/trends through attendance at workshops, seminars, etc.
  • Undertake special projects as assigned by AVP, Human Resources.
Qualifications and Experience
  • Undergraduate degree with courses in human resources or an acceptable equivalent of education and experience (Human Resources Diploma)
  • CPHR designation preferred.
  • A minimum of 10 years directly related generalist experience required (Recruitment and Selection; Employee/Labour Relations; Classification, etc).
  • A minimum 4 years directly related experience of managing or leading an HR team; with the ability to plan, organize, and coordinate workloads as well as effectively train and develop staff.
  • In-depth knowledge of and experience with employment practices, Human Rights Legislation, The Labour Relations Act, and The Employment Standards Code is required.
  • Substantial experience in recruitment and selection is required.
  • Experience with job classification systems is required; experience with the Hay System an asset.
  • Experienced in the development and execution of a compensation strategy that attracts, retains, and motivates employees. This includes determining salary structures, pay scales.
  • Experience in Labour & Employee Relations practices, related to investigations is required
  • Experience in the field of learning and development with capacity in developing and implementing learning and development strategies is an asset.
  • Experience participating as a member of a collective bargaining team an asset.
  • Highly developed oral and written communication skills including the ability to elicit information and gain understanding when presented with diverse and often conflicting information and exercise tact and diplomacy in dealing with sensitive issues.
  • Demonstrated analytical problem-solving skills, excellent organizational/multi-tasking skills.
  • Ability to establish and foster supportive working relationships with client departments required.
  • Ability to negotiate/mediate an effective resolution to a broad range of issues – must persuade and influence Management to see all sides of an issue and the potential implications that may arise due to certain circumstances.
  • Must be able to work both independently and within a team environment. Ability to work with information requiring a great attention to detail.
  • Ability to remain objective in addressing situations; confidentiality is paramount to maintain integrity of information provided by all levels within the University.
  • Ability to work under pressure and at times with competing deadlines.
  • Demonstrated ability to quickly understand the complexities of working within a post-secondary, multi-unionized environment; demonstrated ability to work collaboratively with multiple parties to find effective solutions is required.
  • Demonstrated respect for people and diverse backgrounds.
  • Demonstrated experience with Microsoft Office.
