To learn more about Musqueam, please visit www.musqueam.bc.ca Position Summary Reporting to the Health Director, the Primary Care Manager oversees operational and administrative issues and works with the clinic's Doctors, Nurse Practitioners, Mental Health Clinicians and allied health professionals to: Manage multiple budget streams while delivering excellent primary health care services to community members Advocates and works with funding partners to create wholistic services ensuring culturally safe care Oversee day-to-day clinic operations Works to expand the clinic practice to better meet the healthcare needs of the community and plan for increased services to accommodate the growth of the community. The Primary Care Manager collaborates internally with other Managers within the Department and externally with agencies and community service providers as required including primary care and mental health & addictions services, Vancouver Coastal Health and other external agencies. The Primary Care Manager sits at the First Nations Primary Care Network table and works meaningfully with them to create opportunities for Musqueam Primary Care Clinic. As an Indigenous primary care clinic manager, this position supports and promotes a holistic approach to primary care. This encompasses the best of western, traditional, and healing practices and is grounded in Musqueam cultural knowledge. Internal Works with the clinic’s Physicians, Nurse Practitioners and MOA(s) to develop clinic strategies and patient services that meet the goals of the Musqueam Indian Band and the Health Department Liaise with the clinic employees to ensure they have the necessary support, supplies, and equipment to provide high-quality care for patients Manages clinic practice budgets and reports to the Health Director on the clinic budgets. Ensures all funding obligations are met as per Funding Agreements Oversee daily practice operations, including the Medical Office Assistant(s) appointment scheduling, billing procedures, cleaning, security, and occupational health and safety to ensure these are functioning well Controls the supply of medications and medical equipment in the clinic in collaboration with practitioners Oversee patient records and IT system, ensuring MOA and staff are maintaining the system, and EMR are appropriately utilized. This manager ensures privacy and access rules are implemented and aligned with OCAP principles. Monitor collated patient data from EMR and cEMR reporting Recruits, trains, and supervises new administrative employees Addresses patient complaints seriously and promptly. Manages the production of patient brochures, newsletters, and other correspondence External Builds and maintains relationships with external primary care providers in the interests of patient and community care, including with VCH Community Health Centers, which Musqueam community members may access. Attends collaborative meetings on Primary Care, including with the FNAPCN, Vancouver Division of Family Practice and Vancouver Coastal Health – especially in relation to Primary Care Network. Works with local Pharmacists, Laboratories, and other diagnostic agencies to provide collaborative care for patients. Builds understanding and trust in the community through attending gatherings, ceremonies, celebrations and other community events to promote trust, understanding and relationship building with community members Other related duties as required. Knowledge, Skills, and Abilities Bachelor's degree in management or equivalent experience is essential. Qualification in Nursing or other healthcare designations is desirable but not essential. Minimum 5 years’ experience as a registered nurse or equivalent experience in healthcare and/or business management – ideally working with First Nations and Aboriginal patients Experience working in a primary care practice, community or primary care setting in an inter-disciplinary team Experience in a variety of clinical areas If an RN, current nursing registration with the BC Provincial professional college or association Knowledge and understanding of First Nations communities, health and social issues Cultural competency and knowledge of the MIB’s cultural traditions an asset Demonstrated ability to maintain confidentiality regarding patient medical information and records Creating opportunities to facilitate clients’ understanding and participation in health and healing initiatives Coordination of and involvement in multidisciplinary teams Tolerance and sensitivity to the needs of every individual and their right to be treated with respect and fairness Self-directed with demonstrated organizational skills Skill in the use of workplace technology, i.e. computers, communications equipment, business software. Strong communication skills (spoken and written) and the ability to communicate tactfully with others The ability to professionally meet, deal with the public and provide information in a pleasant, helpful and confidential manner Ability to problem-solve and take initiative to resolve problems Exceptional organizational skills and the ability to effectively prioritize workload Ability to remain calm during periods of stressful high volume and to meet deadlines as required Ability to work independently and harmoniously as a member of a team Valid driver’s license and access to a vehicle for work purposes Successful Criminal Record Check Working Conditions Work is performed in a clinic office environment and out in the community After hours work may occasionally be required due to program demands.
